Approving the application for change of ownership to the Second Hand Dealer-Motor Vehicle (DSIBLAUTO-00160-2025), Auto Repair Garage (DSIBLAUTO-000155-2025), and Auto Body Repair Shop (DSIBLAUTO-00163-2025) licenses now held by Dale Imports Inc d/b/a Dale Imports (License ID # DSIBLAUTO-00160-2025, DSIBLAUTO-000155-2025, and DSIBLAUTO-00163-2025) for the premises located at 100 Cottage Ave W.

WHEREAS, on August 14, 2025, Dale Imports Inc d/b/a Dale Imports (License ID # DSIBLAUTO-00160-2025, DSIBLAUTO-000155-2025, and DSIBLAUTO-00163-2025) applied for a change of ownership of the Second Hand Dealer- Motor Vehicle, Auto Repair Garage, and Auto Body Repair Shop licenses for the premises located at 100 Cottage Ave W.; and
WHEREAS, on October 30, 2025, the Department of Safety and Inspections sent out the required License Application Notification with a response date of November 14, 2025; and
WHEREAS, on November 4, 2025, the licensee signed a License Condition Affidavit agreeing to follow all conditions that are in place; and
WHEREAS, the Council finds that the application is in order and there are no grounds to deny approval of the license; now, therefore, be it,
RESOLVED, the change of ownership of the Second Hand Dealer- Motor Vehicle, Auto Repair Garage, and Auto Body Repair Shop licenses (License ID # DSIBLAUTO-00160-2025, DSIBLAUTO-000155-2025, and DSIBLAUTO-00163-2025) is hereby approved and issued to Dale Imports Inc d/b/a Dale Imports for the premises located at 100 Cottage Ave W., with the following license conditions:
1. All customer, employee and business vehicles must be parked in accordance with the approved site/parking plan on file with the Department of Safety and Inspections (DSI). The number of vehicles parked on the property shall not exceed that shown on the approved plan.
2. The parking lot shall be maintained in accordance with the approved site/parking plan on file with DSI.
3. There shall be no exterior storage of vehicle parts, tires, oil or any other similar materials associated with the business. Trash will be stored in a covered dumpster. Storage of vehicle fluids, batteries, etc. shall be in accordance with the Ramsey County Hazardous Waste regulations.
4. At no time shall customer, employee, and/or business vehicles associated with the auto repair business be parked in the driveway or maneuvering lanes. No vehicles under the control of the licensee can be parked and or stored in the public right of way (e.g., street, alley, sidewalk, boulevard, etc.). This includes vehicles awaiting repair, and/or that have been repaired and are awaiting pick-up by the owner of the vehicle.
5. The storage of vehicles for the purpose of salvaging parts is expressly forbidden. Vehicle salvage is not permitted.
6. No repair of vehicles may occur on the exterior of the lot or in the public right-of-way (e.g., street, alley, sidewalk, boulevard, etc.). All repair work must occur within an enclosed building.
7. The painting of vehicles and/or vehicle parts is prohibited.
8. Customer vehicles may not be parked longer than ten (10) days on the premises. It shall be the responsibility of the licensee to ensure that any vehicle not claimed by its owner is removed from the lot as permitted by law.
9. Provide maneuvering space on the property to allow vehicles entering and exiting the site to proceed forward. Backing from the street or on to the street is prohibited.
10. Licensee must comply with all federal, state and local laws.
