Celebrating Saint Paul District Councils' 2013 Neighborhood Honor Roll Volunteer Awards Night on Friday, January 31, 2014.

WHEREAS, The City of Saint Paul officially established a citywide community participation process by council resolution in October 1975; and,
WHEREAS, for nearly 40 years, the citywide community participation process has relied upon Saint Paul's 17 district councils to facilitate effective, informed and representative participation of neighborhoods in government; and,
WHEREAS, Saint Paul's district councils are community-based organizations that identify neighborhood needs, initiate community programs to meet these needs, and recruit neighborhood volunteers to carry out these programs; and,
WHEREAS, in 2013, more than 2,000 Saint Paul residents volunteered to work with their district councils in a wide range of activities, including participation on boards and committees, helping out at neighborhood clean ups and other community events, and organizing and maintaining block clubs;
WHEREAS, the Neighborhood Honor Roll has become the means for the City of Saint Paul and the District Council organizations to recognize the significant work of neighborhood volunteers and the value they bring to our community; and,
WHEREAS, The Saint Paul district councils are hosting an event on January 31, 2014 to recognize the efforts of neighborhood volunteers during 2013 and to name new volunteers to the Neighborhood Honor Roll;
NOW, THEREFORE, BE IT RESOLVED, that the Saint Paul City Council recognizes Saint Paul's 17 district councils for their work in ensuring community participation in Saint Paul's planning and decision making processes; and,
BE IT FURTHER RESOLVED, that the Saint Paul City Council commends the volunteers recognized as part of the Saint Paul District Councils' 2013 Neighborhood Honor Roll Volunteer Awards Night and thanks them for their efforts to make their neighborhoods great places to live, work, and play.
