Approving a Motor Vehicle Salvage Dealer and a Second Hand Dealer - Motor Vehicle license to Soowys Corp. d/b/a Soowys Corp (License ID #20210000281) for the premises located at 240 Sycamore Street West.

WHEREAS, Soowys Corp. d/b/a Soowys Corp (License ID #20210000281) applied for a Motor Vehicle Salvage Dealer and a Second Hand Dealer - Motor Vehicle license on January 26, 2023, for the premises located at 240 Sycamore Street West in Saint Paul; and
WHEREAS, on April 14, 2023, the Department of Safety and Inspections sent out the required License Application Notification with an April 29, 2023, response date; and
WHEREAS, in response to the April 29, 2023, notification, the Department of Safety and Inspections received no objections to the approval of a Motor Vehicle Salvage Dealer and a Second Hand Dealer - Motor Vehicle license; and
WHEREAS, the Council finds that the application is in order, the license conditions are reasonable and there are no grounds to deny approval of the licenses; now, therefore, be it,
RESOLVED, a Motor Vehicle Salvage Dealer and a Second Hand Dealer - Motor Vehicle license are hereby approved and issued to Soowys Corp. d/b/a Soowys Corp (License ID #20210000281) for the premises located at 240 Sycamore Street West in Saint Paul with the following conditions:
1. The "for sale vehicle" vehicle parking area (including the vehicle maneuvering area) must be paved with asphalt or concrete as shown on the approved site plan on file with the Department of Safety and Inspections (DSI) dated 04/07/2023.
2. Vehicles for-sale and/or intended for-sale shall be parked in the area shown on the approved site plan, limited to the number shown on the approved site plan, and shall be designated with clearly identifiable signage or other similar form of identifiable marking in the windshield.
3. The site (including fencing, and the parking/maneuvering lanes for customers and used vehicle sales space) shall be maintained in good order and repair and in accordance with the approved site plan on file with DSI. Any changes or alterations from the approved plan must have prior approval from the City Zoning Administrator.
4. Exterior processing and storage of vehicles and vehicle parts (retained for re-sale) shall be stored in a manner approved by the fire inspector so as not to cause obstruction to emergency access, fire hazard, and to minimize pollution hazard or rodent harborage. Licensee shall obtain and maintain an active Hazardous Waste Generator License from Ramsey County Solid Waste Division and shall abide by the provisions of that license with respect to the safe handling and disposal of waste oil, filters, tires, batteries, etc.
5. Business and for-sale vehicles shall not be parked or stored on the public right-of-way (e.g., street, alley, sidewalk, boulevard, etc.).
6. Auto repair, auto body repair, and the painting of vehicles or vehicle parts is not permitted unless prior written approval and the required City license is obtained from DSI.
7. Per Zoning CUP #21-257179, the business must comply with all state, county, and city licensure requirements to ensure that the property does not pose any environmental and/or public health hazards.
8. Any required site improvements,, as required under the Zoning site plan approval process, shall be completed by 06/01/2023.
