Authorizing the appropriate City designees to enter into a fundraising contract to solicit donations and establish the budget for the purpose of holding City Council Inaugural events.
Body
WHEREAS, the City wishes to hold a City Council Inauguration Ceremony and reception, open to the public, on Tuesday, January 7, 2020; and
WHEREAS, The City intends to solicit donations from the public for the purpose of the City Council Inaugural Ceremony and related activities; and
WHEREAS, Saint Paul Administrative Code §41.04 and §41.06 permit such solicitation subject to certain requirements; and
WHEREAS, the City has designated an Inauguration Committee; and
WHEREAS, the Inaugural Committee, on behalf of the City Council, wishes to enter into a contract with a fund-raising agency to raise funds for the Council Inaugural Ceremony and related activities; and
WHEREAS, the City wishes to establish the City Council Inauguration Ceremony budget in the amount of $39,885; and
WHEREAS, the City expects $30,000 in new contributions from outside donations and plans to use $9,885 of fund balance from remaining dollars associated with the 2016 City Council Inauguration; now, therefore, be it
RESOLVED, that the City Council hereby authorizes the proper city officials to enter into a contract with United Strategies to raise funds for the Council Inaugural Ceremony and related activities in accordance with Saint Paul Administrative Code § 41.06; and be it
FURTHER RESOLVED, hereby authorizes United Strategies to solicit funds for the purpose of the Inaugural Ceremony and related activities; and be it
FURTHER RESOLVED, that donations for the City Council Inaugural Ceremony and related activities are hereby accepted as gifts to the City, and all donations are directed to be processed according to proper and accepted accounting practices, be made public, and be subject to periodic audit; and be it
FURTHER RESOLVED, that said donations be appropriated for the use of the City Council Inaugural Ceremony and related inaugural activities, that the appropriate city officials are authorized to enter into such agreements as may be necessary for a venue and catering, and that donations may not be used for the purchase of alcohol; and be it
FINALLY RESOLVED, by the City Council of the City of Saint Paul, upon recommendation of the Mayor, that $39,885 is available for appropriation in the 2019 City Council Special Fund budget, and said budget as therefore adopted by the Council is hereby further amended as indicated in the attached fiscal analysis form.
