Approving the Area 3 Residential Permit Parking Code changes.

WHEREAS, residential permit parking was previously instituted on behalf of the residents residing in the area near the William Mitchell College of Law in accordance with Chapter 166 of the Saint Paul Legislative Code; and
WHEREAS, the Traffic Code - Chapters 151 - 169 of the Saint Paul Legislative Code, is being amended and updated so that Chapter 166 of said code regulating residential permit parking near the William Mitchell College of Law is being repealed, and this permit area shall hereby be regulated under the new Chapter 164, Residential Permit Parking - Guidelines and Regulations; and
WHEREAS, there are sections of the repealed Chapter 166 that are specific to the residential permit parking area near the William Mitchell College of Law which are not covered in the new Chapter 164, but shall continue to be in force through adoption of this resolution; and now therefore be it
RESOLVED that Residential Permit Parking Area 3 near the William Mitchell College of Law shall be governed by the new Chapter 164, Residential Permit Parking - Guidelines and Regulations, and by the specifics previously outlined in Sections 166.12 (1) and (2), 166.13 (c) and (d), and City Council resolutions CF# 03-1116, adopted December 17, 2003 and CF# 07-749, adopted August 15, 2007, all of which authorized that the following parking regulations shall be in effect in the residential area near the William Mitchell College of Law:
(1) Except by permit or unless otherwise posted, one-hour parking from 2:00 p.m. to 8:30 p.m. Monday through Friday on the following street:
South side of Holly Avenue from Victoria Street to Avon Street.
(2) Except by permit or unless otherwise posted, No parking 8:00 a.m. to 8:00 p.m. Monday through Friday, on the following streets:
North side of Portland Avenue from Avon Street to Milton Street;
South side of Portland Avenue from Milton Street to 65 feet east;
Both sides of Portland Avenue from Chatsworth Street to Milton Street;
West side of Milton Street from Summit Avenue to Portland Avenue;
East side of Milton Street from Portland Avenue to 44 feet south.
(3) A maximum of two (2) vehicle stickers shall be made available to each residence or dwelling unit on the basis of one permit for each vehicle owned by the resident. In no way shall the number of permits exceed the number of vehicles owned by the resident.
(4) A maximum of two (2) transferable visitor permits shall be made available to each residence or dwelling unit; and be it
FURTHER RESOLVED, that the effective date of this resolution shall coincide with the effective date of the new Chapter 164, Residential Permit Parking - Guidelines and Regulations CF# 11-97.
