Amending the 2026 PED Operations Budget to Include HRA Housing Trust Fund Funding for Emergency Rental Assistance Staffing, Citywide.

WHEREAS, the Families First Pilot Program in the Saint Paul Housing and Redevelopment Authority (“HRA”) Housing Trust Fund Project Budget has a remaining unused balance of $926,220; and
WHEREAS, additional staffing is needed in the Department of Planning and Economic Development (PED) to administer the Emergency Rental Assistance Program; and
WHEREAS, the remaining unused balance in the Families First Pilot Program is available to be transferred to the City’s PED Operations Special Fund to fund additional staffing for the Emergency Rental Assistance Program; and
WHEREAS, in RES 26-331, the Board of Commissioners of the HRA amended the HRA Housing Trust Fund Project Budget to transfer $926,220 to the City’s PED Operations Special Fund for additional staffing for the Emergency Rental Assistance Program; and
WHEREAS, the HRA funds will be used to fund additional PED staff for administering Emergency Rental Assistance program with approximately $152,249 used in 2026 and the remaining funds used in subsequent years for Emergency Rental Assistance PED staff; and
WHEREAS, by this Resolution, the Council authorizes acceptance of HRA Housing Trust Fund dollars and amends the 2026 City Operating Budget in support of PED staffing for the Emergency Rental Assistance program; and
WHEREAS, the Mayor, pursuant to Section 10.07.1 of the Saint Paul City Charter, does certify that there are available for appropriation funds of $152,249 in excess of those estimated in the Operating Budget.
NOW, THEREFORE, BE IT RESOLVED after appropriate examination and due consideration, by the City Council of the City of Saint Paul:
1. That upon the recommendation of the Mayor that the $152,249 is available for appropriation in the Operating Budget, the City Council hereby authorizes and approves said budget, as heretofore adopted by the City Council, to be amended as outlined in the attached financial analysis. (See attachment.)
2. That the City Council hereby authorizes and approves City staff take all actions necessary to carry out the activities authorized by this Resolution, including finalizing all documents and agreements necessary to effectuate the activities to be undertaken by this Resolution, subject to approval by the City Attorney’s Office.
