Authorizing the use of Project Labor Agreements for 2025 Public Works Projects and 2026 Federally Funded Public Works Projects.
Body
WHEREAS, the Saint Paul City Council adopted a policy on the use of Project Labor Agreements (PLA) pursuant to Council File #09-584 for projects involving $250,000 or more of City funding; and
WHEREAS, the Public Works divisions of Street Engineering and Construction, Sidewalk Section, and Traffic Engineering are undertaking the following projects in 2025, and 2026 federally funded projects, with budgets over $250,000:
2025 Arterial Mill and Overlay and Pedestrian Improvements: Mill and overlay with pedestrian improvements
2025 Residential Mill and Overlay and Pedestrian Improvements: Mill and overlay with pedestrian improvements
Central Safe Routes to School: Pedestrian Improvements
Chelsea Safe Routes to School / Federally Funded: Pedestrian Improvements
Como Safe Routes to School: Pedestrian Improvements
Crossroads Safe Routes to School / Federally Funded: Sidewalk Infills
Jackson Street Reconstruction: Full Street Reconstruction
Lexington/Jefferson/Edgcumbe Traffic Signal Replacement: Signal Replacement with Pedestrian Safety Improvements
Maryland Avenue Traffic Signal Enhancements / Federally Funded: Traffic Signal Replacement and Revision, Fiber Optic Interconnect, and CCTV Cameras
Payne Avenue Pedestrian Improvements / Federally Funded: Pedestrian Improvements
Pleasant Avenue Reconstruction: Arterial Street Reconstruction
Randolph Avenue Bridge Replacement / Federally Funded: Bridge Reconstruction, Including Retaining Walls and/or Approach Roadway
University Avenue Reconstruction: Arterial Street Reconstruction
West Side Safe Routes to School: Pedestrian Improvements
Wheelock/Grotto Reconstruction Phase 1: Residential Street Reconstruction
WHEREAS, Public Works sent a “Request for Recommendations on the use of Project Labor Agreements” to interested parties on Friday, October 11, 2024, with one response received; and
WHEREAS, Saint Paul Building and Construction Trades Council does not recommend PLAs for the 2025 and Federally Funded 2026 Public Works projects stating, “Our board met and does not recommend”.
WHEREAS, Public Works has recommended the use of a PLA for 2025 Arterial Mill and Overlay and Pedestrian Improvements, 2025 Residential Mill and Overlay and Pedestrian Improvements, Central Safe Routes to School, Chelsea Safe Routes to School, Como Safe Routes to School, Crossroads Safe Routes to School, Jackson Street Reconstruction, Payne Avenue Pedestrian Improvements, Pleasant Avenue Reconstruction, Randolph Avenue Bridge Replacement, University Avenue Reconstruction, West Side Safe Routes to School, and Wheelock/Grotto Reconstruction Phase 1 for the following reasons:
Work stoppages could adversely affect the city.
Multi-craft construction forces and multiple subcontracts may be used.
Work includes various types of construction including roadway and multiple utility types.
WHEREAS Public Works has recommended against the use of a PLA for Maryland Avenue Traffic Signal Enhancements and Lexington/Jefferson/Edgcumbe Traffic Signal Replacement for the following reasons:
Work may be suspended and restarted with minimal impacts.
City forces are expected to provide labor for portions of the projects.
Funding for the Maryland Avenue Traffic Signal Enhancements project is sourced from a mixture of Federal, State Aid, and County State Aid sources and no local funds are being utilized.
WHEREAS, the use of PLAs will be subject to the approval of the Federal Highway Administration, where applicable; and now, therefore, be it
RESOLVED, that the Saint Paul City Council hereby approves the use of a PLA for 2025 Arterial Mill and Overlay and Pedestrian Improvements, 2025 Residential Mill and Overlay and Pedestrian Improvements, Central Safe Routes to School, Chelsea Safe Routes to School, Como Safe Routes to School, Crossroads Safe Routes to School, Jackson Street Reconstruction, Payne Avenue Pedestrian Improvements, Pleasant Avenue Reconstruction, Randolph Avenue Bridge Replacement, University Avenue Reconstruction, West Side Safe Routes to School, and Wheelock/Grotto Reconstruction Phase 1, and be it finally
RESOLVED, that the Saint Paul City Council approves the non-use of a PLA for Maryland Avenue Traffic Signal Enhancements and Lexington/Jefferson/Edgcumbe Traffic Signal Replacement.
