Stated Reason for Appeal (if given): Property owner stated that they purchased the property on 04/01/2019. The property has been vacant since then as the property owner has been doing repairs on the house. When they received a notice from Republic Services that they owed a bill for garbage service, they called Republic Services and requested a vacancy. The customer service representative stated that they would have to call the City of St. Paul to request a vacancy. The property owner stated that he did speak to someone at the City of Saint Paul and they said that they would send him a unoccupied dwelling registration form. However, the property owner stated that it was never sent to him. The property owner would like the assessment removed as the property was vacant during that time.
Staff Comments: The City of Saint Paul has no record of a unoccupied dwelling registration form filed by the property owner. There is currently no record with the City of Saint Paul or Ramsey County which indicates that the property is vacant. Therefore staff recommends approving the assessment.

WHEREAS, the Office of Financial Services Real Estate Section has attached to this Council File both a report of completion outlining the costs and fees associated with Collection of Delinquent Garbage Bills for services during January to March 2020. (File No. CG2002E3, Assessment No. 200138) and the assessment roll including all properties for which these assessments are proposed for Council ratification; and
WHEREAS, the City Council’s Legislative Hearing Officer has reviewed an appeal of this assessment and developed a recommendation for the City Council with respect to this assessment; and
WHEREAS, a public hearing having been conducted for the above improvement, and said assessment having been further considered by the Council and having been considered financially satisfactory; Now, Therefore, Be It
RESOLVED, that pursuant to Chapter 14 of the Saint Paul City Charter, said assessment is hereby deleted.
