Title

Authorizing the Department of Public Works-Sewer Utility to enter into a Cooperative Maintenance Agreement with the Capitol Region Watershed District for maintenance of the City-owned Arlington Business Park, Arlington-Arkwright, Atwater-Western, and Beacon Bluff Ponds.

Body

WHEREAS, the City owns and operates a Municipal Separate Storm Sewer System (MS4) under permit from the Minnesota Pollution Control Agency; and,

WHEREAS, the City is obligated to perform maintenance on various storm sewer system facilities to preserve the intended hydraulic and water quality functions of those facilities for the benefit of downstream infrastructure and receiving waterbodies; and,

WHEREAS, the CRWD administers a cooperative pond maintenance project available to various public agencies within the CRWD’s jurisdictional boundaries; and,

WHEREAS, the City provided input to CRWD on city-owned stormwater pond facilities (Arlington Business Park, Arlington-Arkwright, Atwater-Western, and Beacon Bluff) requiring maintenance related to sediment dredging, riprap replacement, and vegetation restoration during CRWD’s solicitation for Project participation; and

WHEREAS, the CRWD reviewed the City’s requested stormwater pond facilities and deemed them appropriate for inclusion within CRWD’s 2025-2026 cooperative pond maintenance contract; now, therefore, be it

RESOLVED, that upon approval of this resolution by the City Council, the Department of Public Works-Sewer Utility may enter into the Cooperative Maintenance Agreement with CRWD for the above referenced project, and that the City of Saint Paul certifies that it will comply with all applicable laws and regulations as stated in the Cooperative Maintenance Agreement; and, be it

 

FURTHER RESOLVED, that the Director of Public Works and Sewer Utility Manager, or their successors in office, are hereby authorized to execute such agreements, and amendments thereto, as are necessary to implement the above project on behalf of the City of Saint Paul.
