Accepting the financial assistance of The Saint Paul & Minnesota Community Foundations and Sunrise Banks to fund technical assistance and anticipated expenses associated with the Children’s Savings Account task force.

WHEREAS, Mayor Melvin Carter announced the launch of a new Children’s Savings Account (CSA) Task Force, a public/private group to lead community engagement, program design, and make recommendations regarding how to fund and implement a future CSA program in the City of Saint Paul; andWHEREAS, the CSA Task Force will meet on a bi-monthly basis and hold additional subcommittee meetings with stakeholders throughout the year; and
WHEREAS, a consultant has been identified to provide technical assistance for the design and implementation of a CSA program in the City of Saint Paul; and
WHEREAS, there are costs anticipated to be incurred as part of the task force and community engagement process; and
WHEREAS, The Saint Paul & Minnesota Community Foundations and Sunrise Banks will fund the costs of the CSA task force, associated community engagement and technical support services for the CSA program; and
WHEREAS, the attached financial analysis establishes a spending and financing budget for the above stated purposes; and
WHEREAS, the Mayor, pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does certify that upon receipt of the contributions from The Saint Paul & Minnesota Community Foundations and Sunrise Banks, there will be available appropriations of $65,000 for the funding of the CSA task force, community engagement and technical assistance as specified in the attached financial analysis;
NOW, THERFORE BE IT RESOLVED, that upon recommendation of the Mayor, the City Council hereby accepts the gift of funding for the CSA task force, community engagement and technical support services, adopts these changes to the 2018 budget as noted on the attached financial analysis and thanks The Saint Paul & Minnesota Community Foundations and Sunrise Banks for their generous gift.
