Authorizing the Office of Financial Services to apply for and accept Whole Family Systems grant funds in amounts up to $400,000 each year for state fiscal years 2019-2024 from the Minnesota Department of Human Services for CollegeBound Saint Paul college savings account program.

 

Body

WHEREAS, the Office of Financial Empowerment (the “Office”) exists within the Office of Financial Services; and

 

WHEREAS, the Office is requesting permission to apply for and accept grant funds in amounts up to $400,000 each year for state fiscal years 2019-2024 from the State of Minnesota through the Minnesota Department of Human Services for CollegeBound Saint Paul, the City’s College Savings Account program; and

 

WHEREAS, the State of Minnesota requires agencies accepting Whole Family Systems grants enter into a five-year collaborative learning relationship from July 1, 2019 through June 30, 2024; and

 

WHEREAS, the City of Saint Paul has significant unmet needs for families with newborns living in Saint Paul; and

 

WHEREAS, the CollegeBound Saint Paul program is focused on newborns living in Saint Paul with the goal of improving early childhood development and whole family financial security outcomes for program participants; and

 

WHEREAS, community organizations, private businesses and corporations, and public institutions, including City departments, work in partnership to advance the goals and objectives of CollegeBound Saint Paul program; and

 

WHEREAS, the City Council of Saint Paul finds that the expenditure of these grant funds to advance the goals and objectives of CollegeBound Saint Paul program and improve early childhood development and whole family financial security outcomes for program participants has a public purpose and the expenditure of funds through the promise of indemnification for the State of Minnesota during the City’s performance of the contract related to the grant funds furthers that purpose; now, therefore, be it

 

RESOLVED, that the City Council of Saint Paul authorizes the Office of Financial Services to apply for the Minnesota Department of Human Services Grant for Whole Family Systems in amounts up to $400,000 each year during state fiscal years 2019-2024 and if awarded, authorizes the appropriate City officials to execute the grant agreement, containing an indemnification clause.
