Title

Approving the Second Hand Dealer-Motor Vehicle and Auto Repair Garage licenses for Metro Auto Deals, LLC d/b/a Metro Auto Deals, LLC (License ID 20230000909) for the premises located at 1566 Rice Street.

Body

 

WHEREAS, Metro Auto Deals, LLC d/b/a Metro Auto Deals, LLC (License ID 20230000909) applied for a Second Hand Dealer-Motor Vehicle and an Auto Repair Garage license for the premises located at 1566 Rice Street in Saint Paul; and 

 

WHEREAS, on June 2, 2023, the Department of Safety and Inspections sent out the required License Application Notification; and

 

WHEREAS, in response to the June 2, 2023, notification, the Department of Safety and Inspections received no objections to approval of the Second Hand Dealer-Motor Vehicle and Auto Repair Garage licenses; and 

 

WHEREAS, on May 19, 2023, the Department of Safety and Inspections received an email from the North End Neighborhood Organization confirming their support for the issuance of the licenses; and

 

WHEREAS, the Council finds that the application is in order, the proposed license conditions are reasonable and there are no grounds to deny approval of the licenses; now, therefore, be it,

 

RESOLVED, the Second Hand Dealer-Motor Vehicle and Auto Repair Garage licenses are hereby approved and issued to Metro Auto Deals, LLC d/b/a Metro Auto Deals, LLC (License ID 20230000909) for the premises located at 1566 Rice Street in Saint Paul with the following  license conditions:

 

1.                     The curb cut from Rice Street shall not be used and shall be physically blocked.  Vehicles for sale on the applicant’s property may be used for that purpose.

 

2.                     Customer and employee parking spaces shall be newly striped, along with provision of any additional signage and pavement markings so as to direct vehicular traffic within the site, within 6 months from the date of approval.

 

 

3.                     Total outdoor vehicular parking on-site, including for vehicles for sale shall not exceed 74 spaces.

 

 

CONDITIONS 4-15 ADDITIONAL LICENSE CONDITIONS:

 

4.                      All vehicles must be parked according to the approved site plan on file with DSI. This includes customer, employee and sales vehicles. Any changes to the site plan must be approved by the Zoning Administrator.

 

 

                     5.                     The license holder agrees to maintain the fencing, landscaping, vehicle location, and vehicle barriers in a manner consistent with the approved site plan.

 

6.                     Customer, employee, or sale vehicles shall not be parked or stored on the street or alley. This includes cars which have been repaired and are awaiting pick-up by their owners.

 

7.                     All vehicles parked outdoors on the lot must appear to be completely assembled with no major body parts missing

 

8.                     Vehicle salvage is not permitted.

 

9.                     There shall be no exterior storage of vehicle parts, tires, oil, or similar materials/items. Trash will be stored in the dumpster.

 

10. No auto repair of vehicles is permitted on the exterior of the lot or in the public right-of-way. All repair work must occur within an enclosed building.

 

 

11.                     No auto body repair or auto body spray painting is allowed.

 

 

12.                     Customer vehicles may not be parked longer than 10 days on the premises. It shall be the responsibility of the licensee to ensure that any vehicle not claimed by its owner is removed from the law as permitted by law.

 

 

13.                     Provide maneuvering space on the property to allow vehicles entering and exiting the site to proceed forward as stipulated on the approved site plan.

 

 

14.                     License must comply with all federal, state and local laws.

 

 

15.                     Storage of fluids, batteries, etc. shall be in accordance with Ramsey County Hazardous Waste Regulations.
