Amending the financing and spending plan in the Department of Parks and Recreation in the amount of $300,737.30 to reflect funds received from the sale of a City parking lot ($167,487.30), Parkland Dedication funds ($103,500), MnUFC ($4,750), and STAR ($25,000) for use at Midway Peace Park.

WHEREAS, Res PH 23-2 authorized the City’s lot split and disposal of land owned by the City (Parcel ID No. 34-29-23-41-0058, 410 Griggs Street North) that no longer serves a public purpose; and
WHEREAS, the City sold parking lot property at 410 Griggs Street North to Concordia University; and
WHEREAS, the Department of Parks and Recreation will receive $167,487.30 from the sale of said property to invest in Midway Peace Park; and
WHEREAS, there are $103,500 in Parkland Dedication funds available for use at Midway Peace Park; and
WHEREAS, the City has also received a contribution commitment from MNUFC for $4,750; and
WHEREAS, STAR funding has also been awarded in the amount of $25,000 for use at Midway Peace Park; and
WHEREAS, the Department of Parks and Recreation wishes to accept said funds and amend the financing and spending plan for the Midway Peace Park project; and
WHEREAS, the Mayor, pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does certify that there are available for appropriation, funds of $300,737.30 in excess of those estimated in the 2023 Capital Improvement Budget; now, therefore, be it
RESOLVED, by the City of Saint Paul City Council, upon recommendation of the Mayor and the advice of the Long Range Capital Improvement Budget Committee, that $300,737.30 is available for appropriation in the 2023 Capital Improvement Budget, and said 2023 budget, is heretofore adopted by the Council, is hereby amended as attached.

CIB Recommendation
The CIB Committee met for their scheduled meeting time on June 12, 2023, but were one member short to meet quorum and as such were not able to take an official vote for recommendation. The members present listened to the details of this request and the timeline and were able to ask questions, and encouraged this resolution to continue in the approval process to avoid project delays due to the recommendation process.
