Amending the St. Anthony Park / District 12 Community Plan Summary, an addendum to the Saint Paul Comprehensive Plan, to include identification of the Creative Enterprise Zone as a community priority.
Body
WHEREAS, the City of Saint Paul, as a local government unit within the metropolitan area, is required under Minnesota Statutes Section 473.858 to prepare a comprehensive plan; and
WHEREAS, the City of Saint Paul is authorized, under Minnesota Statutes Section 462.355(2) and Chapter107 of the Saint Paul Administrative Code to recommend to the Mayor and City Council amendments to the comprehensive plan intended to guide future development and improvement of the city; and
WHEREAS, the Implementation section of the Saint Paul Comprehensive Plan, adopted by the City Council on February 24, 2010, provides for the adoption of summaries of area plans as addenda to the Saint Paul Comprehensive Plan upon findings by the Planning Commission that the plans are consistent with adopted City policies; and
WHEREAS, the District 12 / St. Anthony Park Community Plan Summary was adopted as an addendum to the Saint Paul Comprehensive Plan in 2008; and
WHEREAS, the District 12 / St. Anthony Park Community Council requested an amendment to the Plan Summary identifying a new community priority, the "Creative Enterprise Zone", an approximately 2.4 square mile area in the northwest corner of Saint Paul, and addressing issues related to it in the area of land use, transportation, natural systems, homes and neighborhoods, and community connections; and
WHEREAS, the Planning Commission on March 8, 2013, held a public hearing on the proposed "Creative Enterprise Zone" amendment to the St. Anthony Park / District 12 Community Plan Summary, notice of which was duly published in the Saint Paul Legal Ledger on February 18, 2013; and
WHEREAS, the Planning Commission on April 5, 2013, recommended by Resolution 13-17 amending the District 12 Plan Summary to include reference to the Creative Enterprise Zone effort;
NOW, THEREFORE, BE IT RESOLVED, that the St. Anthony Park / District 12 Community Plan Summary, an addendum to the Saint Paul Comprehensive Plan, is amended contingent upon review by the Metropolitan Council, to include a new strategy identifying the Creative Enterprise Zone and efforts to support it as a community priority.
