Approving a stipend for community advisors to the Audit Committee.
Body
WHEREAS, per RES 20-1110, the Saint Paul City Council established the Saint Paul Audit Committee on August 12, 2020; and
WHEREAS, per RES 20-1272, Council President Amy Brendmoen appointed Councilmembers Noecker, Prince, Thao and Yang as acting members of the Audit Committee with Council President Amy Brendmoen serving as an ex officio member on September 23, 2020; and
WHEREAS, the Audit Committee’s mission is to evaluate the financial and program performance of City departments to build public trust and ensure outstanding service delivery, transparency and accountability; and
WHEREAS, the Audit Committee intends to appoint community advisors who are residents that have accounting, policy, program evaluation, strategic planning, public administration, project management, non-profit organization expertise and experience serving on district councils and community organizations such as CBRE Committees, Ujamaa Place, Citizens League, Hmong American Partnership, CommonBond Communities, CIB Panel, Citizens League; and
WHEREAS, the community advisors will provide valuable perspective and input that will facilitate and advance the mission and work of the Audit Committee; and
WHEREAS, other advisors to the Audit Committee are City employees who are compensated for their work as employees; and
WHEREAS, the Audit Committee and the Saint Paul City Council desire to provide a stipend to compensate community advisors to the Audit Committee for the time and effort they spend to prepare for, attend and participate in monthly or semi-monthly regular meetings; and
WHEREAS, a stipend of thirty dollars ($30.00) for a 2-hour meeting aligns with the City Council’s $15 per hour citywide minimum wage policy; and
WHEREAS, a stipend paid to the community advisors is also intended to help defray expenses associated with providing service to the Committee, such as travel expenses and child-care expenses; and, now, therefore be it
RESOLVED that the community advisors of the Audit Committee shall receive the sum of thirty dollars ($30.00) for each Audit Committee meeting that such advisor attends, not to exceed seven hundred and twenty dollars ($720.00) annually; and be it
FURTHER RESOLVED that the City Council finds that the stipend for the community advisors of the Audit Committee serves a public purpose in that it compensates these non-committee members for their service to the Audit Committee and the City of Saint Paul.
