Approving the application for change of ownership to the Auto Repair Garage license now held by Tee to Tree Auto LLC d/b/a Doran-King Auto Repair (License ID #DSIBLAUTO-000494-2025) for the premises located at 1521 Randolph Ave.

WHEREAS, Tee to Tree Auto LLC d/b/a Doran-King Auto Repair ("Licensee") applied for a change of ownership to the Auto Repair Garage license (License ID #DSIBLAUTO-000494-2025) for the premises located at 1521 Randolph Ave.; and

WHEREAS, on January 9, 2026, the Department of Safety and Inspections sent out the required License Application Notification with a response date of January 24, 2026; and

WHEREAS, on January 12, 2026, the Licensee signed a License Condition Affidavit agreeing to follow all license conditions that are in place; and

WHEREAS, the Council finds that the application is in order and there are no grounds to deny approval of the application; now, therefore, be it,

RESOLVED, the change of ownership application for the Auto Repair Garage license (License ID #DSIBLAUTO-000494-2025) is hereby approved and issued to Tee to Tree Auto LLC d/b/a Doran-King Auto Repair for the premises located at 1521 Randolph Ave. with the following license conditions:

1.                     All customer and employee vehicles must be parked in accordance with the approved parking plan on file with the Department of Safety and Inspections (DSI).

 

2.                     The parking lot shall be striped and maintained in accordance with the approved parking plan on file with DSI. The number of vehicles parked on the property shall not exceed that shown on the plan at any time, nor may they project into the public right-of-way (e.g., sidewalk, alley, etc.).

 

3.                     There shall be no exterior storage of vehicle parts, tires, oil, or any other similar materials associated with the business. Trash will be stored in a covered dumpster. Storage of vehicle fluids, batteries, etc. shall be in accordance with the Ramsey County Hazardous Waste regulations.

 

4.                     No vehicles under the control of the licensee can be parked in the public right-of-way (e.g., street, alley, sidewalk, boulevard, etc.). This includes awaiting repair and/or awaiting to be picked up by the customer/owner of the vehicle.

 

5.                     The storage of vehicles for the purpose of salvaging parts is expressly forbidden. Vehicle salvage is not permitted.

 

6.                     All vehicles parked outdoors must appear to be completely assembled with no major body parts missing.

 

7.                     No repair of vehicles may occur on the exterior of the lot or in the public right-of-way (e.g., street, alley, sidewalk, boulevard, etc.). All repair work must occur within an enclosed building.

 

8.                     Vehicle sales is not permitted.

 

9.                     Auto body repair and/or painting of vehicles is prohibited.

 

10.                     Customer vehicles may not be parked longer than ten (10) days on the premises. It shall be the responsibility of the licensee to ensure that any vehicle not claimed by its owner is removed from the lot as permitted by law.

 

11.                     Provide maneuvering space on the property to allow vehicles entering and exiting the site to proceed forward. Backing from the street/sidewalk or on to the street/sidewalk is prohibited.

 

12.                     Licensee must comply with all federal, state and local laws.
