Authorizing the Office of Financial Services to apply for a grant through the Municipal Investment Fund of the Coalition for Green Capital (CGC) & ICLEI USA in partnership with District Energy Saint Paul.

WHEREAS, through the Municipal Investment Fund, CGC is seeking proposals from local governments and their partner not-for-profit organizations to accelerate the deployment of capital to clean energy projects and
WHEREAS, the CGC will select up to 104 communities to receive technical assistance and up to $250,000 in grants for activities necessary to develop public-private partnership plans that will accelerate the deployment of capital to National Clean Investment Fund (NCIF) qualified projects
WHEREAS, District Energy Saint Paul has identified a qualifying project to explore with the City and Saint Paul Public Housing Agency the potential for a networked geothermal system to serve Mt. Airy Homes; and
WHEREAS, the City of Saint Paul’s Climate Action and Resilience Plan adopted in December 2019 established the goal to achieve carbon neutrality citywide by 2050, including specific recommendations to explore district energy systems; and
WHEREAS, funding through a CGC grant would allow District Energy Saint Paul and the City of Saint Paul to develop plans to explore with the Saint Paul Public Housing Agency the potential for a networked geothermal system to serve Mt. Airy Homes; and
WHEREAS, the City certifies that it will comply with all applicable laws and regulations as stated in the grant agreement; now, therefore, be it
RESOLVED, the Saint Paul City Council expressly provides its support for the City of Saint Paul to submit a grant application in partnership with District Energy Saint Paul to the Municipal investment Fund of the Coalition for Green Capital (CGC) & ICLEI USA for $250,000 with a grant term of 90 days after finalizing the grant agreement with no required match; and be it
FURTHER RESOLVED, that should the City be awarded grant funds for this application, the Saint Paul City Council authorizes the appropriate City departments to enter into one or more grant agreement(s) with the Coalition for Green Capital.
