Title

Approving the use of grant funds through the Ward 4 Neighborhood STAR Year-Round Program for Minnesota Care Partners DBA Roots Wellness Center and Turbo Tim's Anything Automotive, LLC.

Body

WHEREAS, on September 20, 2024, the Neighborhood STAR Board reviewed two (2) proposals for STAR grant financing through the Ward 4 Neighborhood STAR Year-Round Program from Minnesota CarePartners DBA Roots Wellness Center for capital improvements for the Community Wellness Hub project; and TurboTim’s Anything Automotive, LLC for Turbo Tim’s Midway Façade Replacement;

WHEREAS, the Neighborhood STAR Board rates grant requests on a scale from 1 (low) to 5 (high) with Minnesota CarePartners DBA Roots Wellness Center’s proposal for capital improvements for the Commmunity Wellness Hub receiving a final score of 4.67; and TurboTim’s Anything Automotive, LLC’s proposal for Turbo Tim’s Midway Façade Replacement receiving a final score of 5; and

WHEREAS, due to the community significance of the Roots Wellness Center Community Wellness Hub, a waiver to City Council approved Neighborhood STAR Guidelines is being recommended to allow for reimbursements for expenses back to July 8, 2024 and to eliminate the required application fee; and

WHEREAS, due to the community significance of the Turbo Tim’s Midway Façade Replacement project, a waiver to City Council approved Neighborhood STAR Guidelines is being recommended to allow for reimbursements for expenses back to September 1, 2024 and to eliminate the required application fee; and

WHEREAS, it is the intent of the Mayor and the Saint Paul City Council to participate in the financing of these activities by providing grant financing up to $18,000 to Minnesota CarePartners DBA Roots Wellness Center’s proposal for capital improvements for the Community Wellness Hub, and grant financing up to $50,000 to TurboTim’s Anything Automotive, LLC’s proposal for Turbo Tim’s Midway Façade Replacement, now be it

RESOLVED, by the City Council of the City of Saint Paul, upon the recommendation of the Mayor that funds are available for appropriation, that the Neighborhood STAR Year-Round award described above is hereby approved; and be it

FURTHER RESOLVED, that staff of the Department of Planning and Economic Development are further authorized and directed to proceed with all other actions necessary to implement this Resolution, including finalizing all documents and agreements, subject to approval by the City Attorney’s Office; and be it

 

FURTHER RESOLVED, that the proper City official(s) are hereby approved and authorized to execute any and all documents in connection with this Resolution, subject to approval by the City Attorney’s Office; and be it

 

FINALLY RESOLVED, that this Resolution does not constitute a binding legal agreement; rather, the action taken herein shall not be effective until said documents are executed by the appropriate official(s) of the City.
