Authorizing the Office of Neighborhood Safety to apply for a grant from Harvard University to fund and employ a two-year Harvard fellow from the Bloomberg Harvard City Leadership Initiative at the John F. Kennedy School of Government at Harvard.

WHEREAS, on February 24, 2022 the City of St. Paul created the Office of Neighborhood Safety (ONS) pursuant to City Ordinance 22-9; and
WHEREAS, ONS is charged with establishing, coordinating, and advancing violence prevention, interruption, and reconciliation strategies throughout the City in order to increase safety and overall wellbeing of residents; and
WHEREAS, ONS has a need for a staff member with expertise in the fields of research analysis of crime prevention systems, and Crime Prevention Through Environmental Design (CPTED), a proven and accepted field of social science that works to change the physical environment of crime-plagued areas to reduce opportunities for crime and disorderly behavior; and
WHEREAS, ONS has communicated its research analysis and CPTED needs to a representative of the fellowship program at the Bloomberg Harvard City Leadership Initiative at the John F. Kennedy School of Government of Harvard University; and
WHEREAS, the John F. Kennedy School of Government’s fellowship program awards two-year grants to local government agencies to fund and employ graduate-level Harvard Fellows to work within local government throughout the Country providing assistance, expertise, and leadership to those agencies; and
WHEREAS, through the John F. Kennedy School of Government’s fellowship program, Harvard would send a graduate-level Fellow to ONS for two-year period to assist ONS with research analysis and CPTED applications; and
WHEREAS, the John F. Kennedy School of Government would fund the costs for the Fellow’s salary and employee benefit during the period of the fellowship; and
WHEREAS, ONS would be obligated to provide the Fellow a workspace, a laptop computer, access to ONS’s software systems, training, and professional supervision and mentorship during the period of the fellowship; and
WHEREAS, neither the City nor ONS would not be obligated to match any grant funds for the fellowship; now, therefore, be it
RESOLVED, that the City Council of Saint Paul does hereby authorize ONS to apply for a grant to fund and employ a two-year John F. Kennedy School of Government Fellow to assist ONS with research analysis and CPTED applications.
