Stated Reason for Appeal (if given): PO reports there is only a 64 gallon cart at the property

Staff Comments: This account was billed for one 64-gallon cart and one 35-gallon cart in Quarter 3 and Quarter 4 2025. PO originally denied the presence of 64-gallon cart at the property but then agreed there is a 64-gallon cart and denied the presence of a 35-gallon cart. PW staff inquired about carts with City Route Supervisor, and he stated there was one 35-gallon cart picked up on Page St W and one 64 gallon that used to be collected at the same location until recently and provided photos of both carts. The PO denied ownership of the 35-gallon cart and provided Ring Camera images showing 64-gallon cart being collected in front of home. However, PO requested a bulky item pickup in Sept 2025 and Feb 2026 stating she places her cart on the Page St W for collection. Image of Fridge picked up in November shows 35-gallon cart in photo on Page St W, which matches City Route Supervisor's observation. Staff does not recommend reduction.

 

Body

WHEREAS, the Office of Financial Services Real Estate Section has attached to this Council File both a report of completion outlining the costs and fees associated with the collection of delinquent garbage bills for services during [time period] [RE Project #] and the assessment roll including all properties for which these assessments are proposed for Council ratification; and

 

WHEREAS, the City Council’s Legislative Hearing Officer has reviewed an appeal of this assessment and developed a recommendation for the City Council with respect to this assessment; and

WHEREAS, a public hearing having been conducted for the above improvement, and said assessment having been further considered by the Council and having been considered financially satisfactory; Now, Therefore, Be It

RESOLVED, that pursuant to Chapter 14 of the Saint Paul City Charter, said assessment is hereby [ratified and payable in one installment, ratified and reduced, deleted; ratified and made payable over X years).
