Stated Reason for Appeal (if given): PO closed his credit card that was on file with Highland Sanitation because his wallet was stolen. PO called on April 5, 2024 to update card information after Quarter 1 (January - March) billing was sent to the City.
Staff Comments: Highland Sanitation received the regular service payment of $112.57 on January 18, 2024. Highland Sanitation processed payment February 22, 2024, reversing the $112.57 January payment. PO received two Notice of Non-Payments. PO was also charged a $30 NSF charge on the Q2 2024 bill, which he has paid in full. Staff does not recommend removing or reducing the Quarter 1 2024 assessment.

WHEREAS, the Office of Financial Services Real Estate Section has attached to this Council File both a report of completion outlining the costs and fees associated with the Collection of Delinquent Garbage Bills for services during January to March 2024. (File No. CG2402A2, Assessment No. 240114) and the assessment roll including all properties for which these assessments are proposed for Council ratification; and
WHEREAS, the City Council’s Legislative Hearing Officer has reviewed an appeal of this assessment and developed a recommendation for the City Council with respect to this assessment; and
WHEREAS, a public hearing having been conducted for the above improvement, and said assessment having been further considered by the Council and having been considered financially satisfactory; Now, Therefore, Be It
RESOLVED, that pursuant to Chapter 14 of the Saint Paul City Charter, said assessment is hereby ratified and payable in one installment, noting it has already been paid.
