Requesting that the Ramsey County Regional Rail Authority initiate a study of the Riverview Corridor.
Body
WHEREAS, the City of Saint Paul supports regional efforts to improve transit service as a means of connecting its residents with education and employment, linking its employers with a regional workforce and promoting economic development in the downtown and along commercial corridors; and
WHEREAS, work on the Green Line LRT in the Central Corridor, projected to carry 44,000 riders a day to and from destinations between downtown Saint  Paul and downtown Minneapolis, is nearing completion; and
WHEREAS, the City is a partner in the study of a series of potential East Metro transit corridors including Gateway, Rush Line, Red Rock and Robert Street which would connect to the Union Depot from the east, northeast, southeast and south, respectively; and
WHEREAS, a transit connection from the Union Depot to the Minneapolis-St. Paul Airport, Mall of America and contiguous transit lines, generally described as the Riverview Corridor, would strengthen the regional system and promote the development of downtown and destinations within the corridor; now, therefore, be it
RESOLVED that the City of Saint Paul requests that the Ramsey County Regional Rail Authority initiate a study of the Riverview Corridor, defined as being between the Saint Paul Union Depot and the Minneapolis-St. Paul Airport/Mall of America, north of the Mississippi River; and be it
FURTHER RESOLVED that the objective of the study would be to consider the full range of alignments and transit modes, including streetcars, and to recommend a preferred alternative to be advanced for possible federal, state and/or local funding; and be it
FURTHER RESOLVED that the study include the possibility of recommending a combination of alignments paired with different transit modes in order to meet the multiple transit and development objectives within the Corridor; and be it
FINALLY RESOLVED the City Council of the City of Saint Paul looks forward to working with the Ramsey County Regional Rail Authority to define an appropriate governance structure and community engagement process for the study.
