Authorizing submission of the FY2013 Consolidated Plan (CDBG, ESG, HOME) to the U.S. Department of Housing and Urban Development.

WHEREAS, the Council of the City of Saint Paul did approve, upon the recommendation of the Mayor and with the advice of the Capital Improvement Budget Committee, the FY2013 Community Development Block Grant (CDBG) Program as part of the 2013 Capital Improvement Budget and the 2013 Special Funds Budget; and
WHEREAS, the appropriate public hearings on the 2013 Consolidated Plan have been held in accordance with the requirements of the U.S. Department of Housing and Urban Development; now, therefore, be it
RESOLVED, that Mayor Chris Coleman, as Chief Executive Officer of the City of Saint Paul, is hereby authorized and directed to submit the 2013 Consolidated Plan in such form as prescribed by the regulations of said Department; and be it
FURTHER RESOLVED, that the Mayor or his designated representatives, PED Grants Management staff, are further authorized to submit to the U.S. Department of Housing and Urban Development any assurances, certifications, technical changes or additional information that may be required by said Department during their review of the City's 2013 Submission for Federal Assistance; and be it
FURTHER RESOLVED, that upon notification of approval of the City of Saint Paul's 2013 CDBG, ESG, and HOME Programs by the U.S. Department of Housing and Urban Development, the Council does hereby authorize the proper City officials to execute the grant agreements and contracts between the U.S. Department of Housing and Urban Development and the City of Saint Paul for the 2013 Programs; and be it
FURTHER RESOLVED, that the financing for the 2013 HUD Programs is provided in the following manner:
2013 HUD Resources:
2013 CDBG Funding $ 6,000,000
2013 ESG Funding 595,000
2013 HOME Funding 1,315,000
CDBG Program Income 800,000
Total $ 8,710,000
and be it
FINALLY RESOLVED, that the projects and activities to be financed through the HOME and ESG programs will be selected through separate processes, and will come before the Mayor and City Council at a future date.
