Honoring City Clerk Shari Moore for nearly four decades of dedicated public service to the residents of Saint Paul.

WHEREAS, Shari Moore has dedicated her entire career to public service at the City of Saint Paul, beginning in 1987 as a Video Production Assistant in the Council Cable Office, where she helped televise City Council meetings; and

 

WHEREAS, Shari then moved to the Citizen Service Office, where she helped thousands of residents navigate government departments and processes to address their concerns, while also serving as president of her union; and

 

WHEREAS, Shari became the City’s Acting City Clerk in 2005, and in addition to her many responsibilities, she served as the Host Clerk for the 2005 International Institute of Municipal Clerks (IIMC) Annual Conference held in Saint Paul; and

 

WHEREAS, Shari was appointed Saint Paul City Clerk in 2006, serving with distinction for 20 years, demonstrating professionalism, skill, and integrity-ensuring the fair, accurate, and transparent administration of the City Council’s legislative process, administering countless oaths of office to elected and appointed officials, and fulfilling the many other essential duties of the Clerk’s Office; and

 

WHEREAS, Shari was instrumental in modernizing Council operations, leading the transition from paper agendas and materials to a fully digital system through Legistar, and streamlining the processes for preparing files for Council consideration; and

 

WHEREAS, through her active involvement in professional organizations-including serving as a former board member of the IIMC, current member of the IIMC Foundation Board, and member of the League of Minnesota Cities' Human Resources and Data Practices Committee-Shari introduced innovations such as Granicus and its suite of digital tools, enabling the City to become more responsive, agile, and transparent, particularly during the pandemic; and

 

WHEREAS, in her nearly four decades at the City of Saint Paul, Shari worked with 49 Councilmembers and 6 mayoral administrations, holding fond memories of the many robust debates that unfolded in the Council Chambers over resolutions and ordinances shaping the city’s future-occasionally accompanied by the unexpected distraction of an escaped gorilla or a public testifier with a sugar glider tucked inside her shirt; and

 

WHEREAS, Shari’s principled leadership, kindness, thoughtful guidance, and calm, steady presence have earned her the deep respect and admiration of her colleagues across City government; and

 

WHEREAS, her judgment, wisdom, and good humor have left an enduring mark on the institution of the City Council itself; and

 

NOW, THEREFORE, BE IT RESOLVED, that the Saint Paul City Council honors and celebrates the remarkable career of City Clerk Shari Moore, expresses its deepest gratitude for her decades of dedicated service, and extends its warmest wishes for joy and fulfillment in her well-earned retirement; and

 

BE IT FURTHER RESOLVED, that the Saint Paul City Council hereby proclaims Wednesday, November 5, 2025, as “Shari Moore Day” in the City of Saint Paul.
