Amending Chapter 246 of the Legislative Code to allow the possession or consumption of nonintoxicating malt liquor, strong beer or wine purchased and consumed during a block party, festival or community event, within the Creative Enterprise Zone Entertainment District.

THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:
SECTION 1
WHEREAS, the Creative Enterprise Zone (the “Zone”) was created in the Raymond-University area of the City of Saint Paul to advance creative, economic and cultural development, and
WHEREAS, the Zone’s vision is to be a livable, mixed-use neighborhood, recognized and sustained as a center of enterprise and creativity; and
WHEREAS, an increasing number of people make a living through their creative capacities, enhancing productivity and innovation; and
WHEREAS, the Zone will become an even more desirable place to live and work because of a vibrant mix of people and ideas; and
WHEREAS, defining the Zone as an Entertainment District will allow for even greater neighborhood vibrancy and street level activity that supports local artists and organizations; and now, therefore be it
RESOLVED, that the Council of the City of Saint Paul does ordain:
SECTION 2
Saint Paul Legislative Code section 246.03 (c) is hereby amended to read as follows:
(c) The prohibitions of section 246.01 shall not apply to or prohibit the possession or consumption of nonintoxicating malt liquor, strong beer or wine purchased and consumed during a block party, festival or community event which has been duly licensed under Chapter 366 of the Legislative Code, when such possession or consumption occurs on a street which has been blocked off for the block party, festival or community event in the downtown business district, or downtown entertainment district or the Creative Enterprise Zone Entertainment District and the nonintoxicating malt liquor, strong beer or wine is purchased from a duly licensed vendor.
SECTION 3
This Ordinance shall take effect and be in force thirty (30) days following its passage, approval and publication.
