Amending section 409.08 of the Legislative Code to allow holders of Liquor Licenses issued under section 409 to apply for extended service of alcoholic beverages until 2:00 a.m. during the 2025 World Junior Hockey Championship.

Section 1
WHEREAS, the 2025 World Junior Hockey Championship (“World Juniors”) will be held in the Twin Cities, including the City of Saint Paul, during the last week of December 2025 and the first week of January 2026; and
WHEREAS, the World Juniors presents an extraordinary opportunity to highlight the City of Saint Paul’s hospitality, cultural vibrancy, and commitment to public safety while welcoming visitors from around the world; and
WHEREAS, the City anticipates increased activity in the downtown area and other public spaces during a period when staffing levels for permit processing and inspections are traditionally limited; and
WHEREAS, the City Council finds that temporary modifications to certain permitting, licensing, and enforcement provisions are necessary and appropriate to facilitate a safe, efficient, and festive atmosphere during the event period while maintaining the City’s commitment to safety, accessibility, and decorum; and now, therefore, be it
RESOLVED, that the Council of the City of Saint Paul does ordain:
Section 2
Section 409.08 of the Saint Paul Legislative Code is hereby amended as follows:
(27) Extended hours for on-sale during world cup. Notwithstanding the restrictions on the days and hours for on-sale of intoxicating liquor in this chapter, during a FIFA Women's World Cup competition or FIFA World Cup competition, a licensee may obtain a special World Cup extended hours permit from the city subject to the following conditions:
 
a. The permit will authorize the sale of alcoholic beverages thirty (30) minutes before, during, and thirty (30) minutes after a scheduled broadcast of a live World Cup match.
b. The permit will not allow sales during broadcasts of previously played matches.
c. Only holders of an existing on-sale intoxicating liquor license are eligible for a World Cup extended hours permit.
d. The applicant must complete an application provided by the department of safety and inspections.
e. The applicant must pay the World Cup extended hours permit fee of two hundred fifty dollars ($250.00).
f. This section expires September 1, 2023.
 
(27) Extended hours for on-sale during the 2025 World Junior Hockey Championship. During the period beginning at 8:00 a.m. on December 24, 2025, and ending at midnight on January 6, 2026, License Holders of licenses issued under Chapter 409, notwithstanding more restrictive provisions and provided the License Holders comply with Minnesota Statutes, may: extend service of licensed alcoholic beverages until 2:00 a.m.; extend service of licensed alcoholic beverages to Sundays; and/or temporarily extend service of alcoholic beverages to areas outside the building structure that are immediately adjacent to and contiguous with the licensed premises. License Holders intending to utilize this extension must complete and submit the World Juniors extended-hours permit application, as issued by the Department of Safety and Inspections, and the materials required by the application at least two (2) business days prior to the requested extension.
Section 3
This Ordinance shall take effect and be in force thirty (30) days following its passage, approval, and publication.
