Title
Authorizing the Department of Parks and Recreation to amend the financing and spending plan, in the amount of $250,000, to accept Local Trail Connections grant program funds from the Minnesota Department of Natural Resources (DNR) for improving trail connections into and within the parkland adjacent to the Mounds Maintenance Facility, and to enter into an agreement with the DNR, which includes an indemnification clause.
Body
WHEREAS, CF #25-465 authorized the Department of Parks and Recreation (“Department”) to apply for funds from the Minnesota Department of Natural Resources’ Local Trail Connections grant program; and
WHEREAS, the Department has been awarded $250,000 from the DNR for improving trail connections into and within the parkland adjacent to the Mounds Maintenance Facility; and
WHEREAS, said funding will be utilized in addition to existing project funds which satisfy the minimum required local match for funding; and
WHEREAS, the Department will provide construction management and implementation services for the project; and
WHEREAS, the Department hereby assures the Mounds Maintenance Facility trails will be maintained for a period of no less than 25 years; and
WHEREAS, the City Council of the City of Saint Paul names the fiscal agent for the City of Saint Paul for this project as:

WHEREAS, the Department wishes to accept said grant funds and amend the project budget for the additional funding as outlined in the attached financial analysis; and
WHEREAS, the Mayor, pursuant to Section 10.07.01 of the Charter of the City of Saint Paul, does certify that there are available for appropriation, funds of $250,000 in excess of those estimated in the 2026 Capital Improvement Budget; now, therefore, be it
RESOLVED, by the Saint Paul City Council, upon recommendation of the Mayor and the advice of the Long Range Capital Improvement Budget Committee, that $250,000 is available for appropriation in the 2026 Capital Improvement Budget, and said 2026 budget is heretofore adopted by the Council is hereby amended as attached; and, be it
FURTHER RESOLVED, that the City Council finds that there is a public purpose in providing for the betterment of parks facilities and that acceptance of said grant funding will enable continued
implementation of said betterments; and, be it
FINALLY RESOLVED, that the City may enter into an agreement with the State for the above project, which includes an indemnification clause, and that the Director of Parks and Recreation and other City officials are hereby authorized to execute such agreements as are necessary to implement the project on behalf of the applicant.
