Approving the application for change of ownership for El Nuevo Palmar Bar and Grill LLC d/b/a El Nuevo Palmar Bar and Grill for the Liquor On Sale - 101-180 seats, Liquor on Sale - Sunday and Entertainment (A) (License ID #20240001257) for the premises located at 883 Payne Avenue.

WHEREAS, on July 12, 2024, El Nuevo Palmar Bar and Grill LLC d/b/a El Nuevo Palmar Bar and Grill (License ID #20240001257) applied for a change of ownership to the Liquor On Sale - 101-180 seats, Liquor on Sale - Sunday, and Entertainment (A) license for the premises at 883 Payne Ave, in Saint Paul; and

WHEREAS, the license application notification was sent out by the Department of Safety and Inspections (DSI) on August 7, 2024, with a response date of August 22, 2024; and

WHEREAS, in response to the notification no objections or comments were received; and

WHEREAS, the Council finds that the application is in order and there are no grounds to deny approval of the license; now, therefore, be it,

RESOLVED, the change of ownership for the Liquor On Sale - 101-180 seats, Liquor on Sale - Sunday and Entertainment (A) license is hereby approved and issued to El Nuevo Palmar Bar and Grill LLC d/b/a El Nuevo Palmar Bar and Grill (License ID #20240001257) for the premises located at 883 Payne Ave, in Saint Paul with the following existing licensing conditions:

1.                     Licensee agrees to operate the establishment in compliance with Section 409.02 of the City of Saint Paul Legislative Code as a "Restaurant".

 

2.                     Licensee agrees to close the establishment at 12:00 a.m. midnight. No patron/customers may remain or loiter in the parking lot of an on-sale licensee after the lawful closing hour. As per Section 409.02 and 409.08 of the City of Saint Paul Legislative Code.

 

3.                     Per City of Saint Paul Legislative Code 411.02, the definition of Entertainment A is, "Amplified or nonamplified music and/or singing by performers without limitation as to number, and group singing participated in by patrons of the establishment." (includes karaoke). Entertainment A license does not allow for patron and/or performance dances.
