Amending the CDBG general ledger budget to reflect the actual 2020 grant award of $6,892,568; amending the CDBG project budget to include 2020 CDBG spending plan of $7,400,000; and allocating the 2019 CDBG carryover spending to various projects.

WHEREAS, the City Council of the City of Saint Paul (“Council”) approved, upon the recommendation of the Mayor, the fiscal year 2020 Community Development Block Grant Program (“CDBG Program”), HOME Investment Partnerships Program, and Emergency Solutions Grant Program (collectively the “2020 Programs”) budgets as part of the 2020 Special Funds Budget; and
WHEREAS, the Council approved estimated financing for the 2020 CDBG Program in the amount of $6,293,101.00 as part of the 2020 Special Funds Budget; and
WHEREAS, by Resolution 20-81, the Council approved the 2020 HUD annual action plan, which estimated grant funding for the CDBG Program to be $6,892,568.00, and authorized the proper City officials to execute grant agreements and contracts between the U.S. Department of Housing and Urban Development (“HUD”) and the City of Saint Paul (“City”) for the 2020 Programs; and
WHEREAS, the grant agreement entered into by and between HUD and the City awards the City $6,892,568.00 in grant funds for the 2020 CDBG Program; and
WHEREAS, the City’s CDBG Program general ledger fiscal year 2020 budget needs to be increased by $599,467.00 to reflect the actual grant amount awarded to the City pursuant to the 2020 CDBG Program grant agreement; and
WHEREAS, as part of the 2020 CDBG Program budget, $471,144.00 of 2019 CDBG funds that remained were carried over into 2020; and
WHEREAS, the City seeks to allocate the $471,144.00 carried over from 2019 to various projects; and
WHEREAS, as part of the 2020 CDBG Program budget, the City seeks to include its 2020 CDBG spending plan totaling $7,400,000.00; and
WHEREAS, the attached Financial Analysis Form reflects the CDBG Program budget as adopted by the Council as part of the 2020 Special Funds Budget, the changes set forth in this Resolution and the amended 2020 budget for the CDBG Program upon adoption of this Resolution; and
WHEREAS, the Mayor, pursuant to Section 10.07.01 of the Charter of the City of Saint Paul, does certify that there are available for appropriation total revenues in excess of those estimated in the budget, funds of $599,467.00 in the CDBG Program.
NOW, THEREFORE, BE IT RESOLVED that upon the recommendations of the Mayor, the City Council adopts the following amendments to the CDBG Program budget, which are reflected in the attached Financial Analysis Form:
1. To increase the CDBG general ledger fiscal year 2020 budget by $599,467.00 to reflect the City’s actual grant award of $6,892,568.00 from HUD for the 2020 CDBG Program.
2. Allocating the $471,144.00 in CDBG funds carried over from 2019 to various projects as set forth in the Financial Analysis Form.
3. To include the City’s 2020 CDBG spending plan of $7,400,000.00.
