Approving the Mayor’s appointment of Chris Tolbert to the Saint Paul Board of Water Commissioners for a term ending July 8, 2024.

WHEREAS, The Board of Water Commissioners is the governing body for Saint Paul Regional Water Services (SPRWS). SPRWS provides reliable, quality drinking water to nearly 450,000 customers in Saint Paul and the surrounding suburbs; and
WHEREAS, The Board of Water Commissioners' responsibilities include setting SPRWS policies, preparing and recommending annual budgets, and water rates and recommending issuance of revenue bonds; and
WHEREAS, St Paul Code Sec. 15.03. - Board of Water Commissioners states that the Board of Water Commissioners shall be a board composed of seven (7) members appointed as follows: The mayor shall appoint with the approval of the council three (3) members who shall be members of the city council for terms to coincide with their elected terms of office and two (2) members who shall be resident citizens of Saint Paul who hold no other city office or city employment., and (2) two resident citizens of a suburb or suburbs that have water system; and
WHEREAS, Alene Tchourumoff has expressed her desire to step down as a resident representative on the Board of Water Commissioners ahead of her term ending on July 8, 2024; and
WHEREAS, Chris Tolbert currently serves as a city council representative on the Board of Water Commissioners; and
WHEREAS, Chris Tolbert's term as a City Council Member ended on December 31, 2023; and
WHEREAS, Chris Tolbert has expressed interest in continuing to serve on the Board of Water Commissioners as a resident representative after his term on city council ends; and
WHEREAS, Mayor Melvin Carter wishes to appoint Chris Tolbert as a resident representative on the Board of Water Commissioners; now, therefore be it
RESOLVED, that the Saint Paul City Council approves the appointment of Chris Tolbert to the remainder of a four-year term on the Saint Paul Board of Water Commissioners for a term ending July 8, 2024.
