Title

Authorizing the acceptance of $30,000 in total grant funding from the Minnesota Pollution Control Agency, which will be matched with $6,000 in City funds specifically allocated for grant matching, for charging equipment for the City’s EV Spot Network; authorizing the execution of a grant agreement; and amending the 2024 Grant Budget.

 

Body

WHEREAS, in its efforts to continue leading EV Spot Network/Evie Carshare (the “Project”) Project, in partnership with the City of Minneapolis, Xcel Energy and HOURCAR since 2021, the city of Saint Paul needs to install two level-2 charging stations; and

 

WHEREAS, the City applied for and received a grant in the amount of $30,000 for electric vehicle charging equipment from the Minnesota Pollution Control Agency (MPCA); and

 

WHEREAS, these specific stations will be located at the Jimmy Lee Recreation Center and Arlington Recreation Center and Library, respectively; and

WHEREAS, the Project will expand access to EV carshare service to lower-wealth, majority BIPOC neighborhoods across the two cities where carshare is not currently an option; and

 

WHEREAS, the Project will produce no local emissions, supporting improved air quality in city neighborhoods and reducing greenhouse gas emissions from transportation; and

 

WHEREAS, the grant match of $6,000 is provided by City funds specifically allocated for grant matching; and

WHEREAS, by this Resolution, the Council authorizes the acceptance of MPCA Grant Funds, amends the 2024 budget, and authorizes execution of a grant agreement with the MPCA; and

 

WHEREAS, the Mayor, pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does certify that there are available for appropriation total revenues in excess of those estimated in the budget, funds of $30,000 in the Public Works General Fund; now

 

THEREFORE BE IT RESOLVED, by the Council of the City of Saint Paul, upon recommendation of the Mayor that $30,000 is available for appropriation in the Public Works General Fund, as heretofore adopted and amended by this Council, be hereby further amended in the particulars as specified in the attached financial analysis.
