Honoring and recognizing Frank White for his outstanding contributions to the history, culture, and legacy of African Americans in Saint Paul.

WHEREAS, Frank White’s deep connection to Saint Paul is exemplified by his upbringing in the historic Rondo neighborhood’s Cornmeal Valley, where he nurtured a passion for sports and community engagement at the Ober Boys Club; and

 

WHEREAS, Frank White is widely celebrated as a coach, mentor, and advocate for youth leadership development, inspiring generations of young people to excel not only in sports but also in character, community service, and lifelong learning;

 

WHEREAS, Frank White played a crucial role in revitalizing baseball in urban communities through his collaboration with the Minnesota Twins, launching initiatives that not only promoted the sport but also reinforced the values of integrity, teamwork, and sportsmanship; and

 

WHEREAS, in partnership with the Minnesota Twins, he authored They Played for the Love of the Game, a seminal work chronicling the history and enduring legacy of African American baseball players who paved the way for future generations; and

 

WHEREAS, Frank White authored and produced a comprehensive brochure detailing the historical landmarks, commemorative street names, public libraries, parks, community recreation centers, and water towers that honor African American history in Saint Paul-many of which are concentrated in Ward 1’s Rondo neighborhood, a key settlement area for Black families during the Great Migration; and

 

WHEREAS, Frank White was instrumental in the historically accurate renaming and rededication of Rondo Avenue, working tirelessly to honor the cultural significance of this landmark and ensure that its legacy remains deeply rooted in the community; and

 

WHEREAS, Frank White serves as a partner with the Minnesota State Historic Preservation Office, providing invaluable recommendations to the legislature on historical designations, and advancing the mission of preserving Minnesota’s historic structures, cultural landmarks, and historical narratives; and

 

WHEREAS, Frank White is a steadfast partner of the City of Saint Paul Parks and Recreation Department, dedicating his time and expertise to elevating public understanding of African American history, and amplifying the contributions of Black leaders whose legacies are enshrined in the names of parks, recreation centers, water towers, and public buildings; and

 

WHEREAS, he has played a pivotal role in the city’s efforts to reclaim, repair, and revive historically significant African American neighborhoods, ensuring that the past is honored while paving the way for an equitable and inclusive future; and

 

WHEREAS, an African proverb teaches, “When an elder dies, a library burns to the ground,” yet through his dedication, Frank White has become a guardian of Rondo’s rich history, ensuring that generations to come can access and celebrate its invaluable contributions; and

 

NOW, THEREFORE, BE IT RESOLVED, that the Saint Paul City Council proudly recognizes the immense contributions, tireless efforts, and lasting impact of Frank White on February 12th, a day dedicated to honoring his legacy and invaluable service to the city; and

 

BE IT FURTHER RESOLVED, that the City of Saint Paul formally adopts the historical reference of African American-named public spaces, making this information readily accessible on the city's website and providing printed copies for distribution as vital outreach materials, ensuring that this rich history continues to be celebrated, shared, and honored for generations to come.
