Stated Reason for Appeal (if given): Please be advised that I AM NOT the owner of this property. My name is Taiwo Reuben and I am the daughter of Babatunde Reuben who is the property owner. I am submitting this dispute on his behalf because currently he is out of the country on private matters. On 03/19/2019 I received a letter informing me the dispute I submitted on his behalf was denied. I contacted my father abroad and informed him of this decision. I further informed him the reason, as stated in the letter was, "There have been no vacancies for this property reported to the City." My father told me this is not true. He said to inform you he did contact the garbage company and spoke to a female representative to whom he requested his garbage service be suspended with a vacancy hold. She agreed to complete his request. With that said my father wishes to attend a legislative hearing, upon his return to the United States, to further dispute these charges.
Staff Comments: There have been no vacancies reported to the City for this property. According to information provided by Republic Services on 3/25/19, the only vacantion hold on record for the property is from 12/25/18 - 6/24/19. The property owner is responsible for the delinquent amount for garbage service during Quarter 4 2018 (October - December).

WHEREAS, the Office of Financial Services Real Estate Section has attached to this Council File both a report of completion outlining the costs and fees associated with Collection of Delinquent Garbage Bills for services during October to December 2018. (File No. CG1901D2, Assessment No. 190064; File No. CG1901D2-1, Assessment No. 190083) and the assessment roll including all properties for which these assessments are proposed for Council ratification; and
WHEREAS, the City Council’s Legislative Hearing Officer has reviewed an appeal of this assessment and developed a recommendation for the City Council with respect to this assessment; and
WHEREAS, a public hearing having been conducted for the above improvement, and said assessment having been further considered by the Council and having been considered financially satisfactory; Now, Therefore, Be It
RESOLVED, that pursuant to Chapter 14 of the Saint Paul City Charter, said assessment is hereby deleted referred back to Legislative Hearing on October 3, 2019 and to continue Public Hearing to October 16, 2019.
