Amending capital fund budgets to provide additional funding for the Hayden Heights Library renovation project.
Body
WHEREAS, in the 2023-24 City of Saint Paul (the “City”) Capital Maintenance Fund allocation, a part of the Capital Improvement Budget, the Saint Paul Public Library (SPPL) received $1,412,464 to renovate the Saint Anthony Park Library entrances to comply with accessibility standards (the “Saint Anthony Park Capital Project”); and
WHEREAS, the Saint Anthony Park Capital Project was completed in 2025 under budget with $600,000 in savings; and
WHEREAS, in March 2026, SPPL will begin renovations on the Hayden Heights Library, located at 1456 White Bear Avenue in the City (the “Hayden Heights Capital Project”), a project that has been found to be in compliance with the City’s comprehensive plan; and
WHEREAS, the Capital Improvement Budget Committee (the “CIB Committee”) has recommended that the Hayden Heights Capital Project receive $3,550,000 from the CIB Capital Budget in 2027; and
WHEREAS, SPPL requires additional funds to support the Hayden Heights Capital Project in 2026; and
WHEREAS, the City now desires to reallocate available funding from the now-completed Saint Anthony Park Capital Project to the Hayden Heights Capital Project to ensure it is fully funded; and
WHEREAS, the Mayor recommends that the CIB Committee and the City Council, pursuant to Legislative Code § 57.09(1), amend the 2026 Capital Improvement Budget to allocate the $600,000.00 for SPPL to begin the Hayden Heights Capital Project in 2026; and
WHEREAS, on March 9, 2026, this reallocation request came before the CIB Committee for their review and recommendation;
WHEREAS, pursuant to Section 10.07.4 of the Charter of the City of Saint Paul, the Mayor certifies that there is $600,000 available for appropriation and reallocation to the Hayden Heights Capital Project; now,
THEREFORE, BE IT RESOLVED, by the City Council of the City of Saint Paul, upon recommendation of the Mayor and the advice of the CIB Committee, that the Capital Improvement Budget for 2026, as heretofore adopted by the City Council, is hereby amended in the particulars as indicated in the attached Financial Analysis.
