Approving the application for change of ownership to the Liquor On Sale - 291 or more seats, Liquor On Sale - Sunday & Entertainment (A) license now held by Lucky Golden Dragon LLC d/b/a White Dragon Hall (License ID #20240001032) for the premises located at 1600 White Bear Ave. N.

WHEREAS, Lucky Golden Dragon LLC d/b/a White Dragon Hall (License ID #20240001032) ("Applicant") applied for a change of ownership to the Liquor On Sale - 291 or more seats, Liquor On Sale - Sunday & Entertainment (B) license for the premises located at 1600 White Bear Ave. N.; and
WHEREAS, the Applicant amended their application by email to change the request for a Entertainment (B) to an Entertainment (A) license; and
WHEREAS, on February 17, 2026, the Department of Safety and Inspections sent out the required License Application Notification with a response date of March 4, 2026; and
WHEREAS, the Council finds that the application is in order and there are no grounds to deny approval of the application for change of ownership; now, therefore, be it,
RESOLVED, the change of ownership for a Liquor On Sale - 291 or more seats, Liquor On Sale - Sunday & Entertainment (A) license is hereby approved and issued to Lucky Golden Dragon LLC d/b/a White Dragon Hall (License ID #20240001032) for the premises located at 1600 White Bear Ave. N. with the following license conditions:
1. Licensee will operate business in full compliance with the entire definition of a "Restaurant" in Saint Paul Legislative Code § 409.02.
2. Licensee will create a video surveillance camera and lighting placement plan (video surveillance plan) for the interior and exterior of the licensed premises. Licensee will submit the video surveillance plan to the Saint Paul Police Department (SPPD) liaison with the Department of Safety and Inspection (DSI) for review and approval. In accordance with the approved video surveillance plan, Licensee will ensure that video surveillance camera system is in good working order, ensure it is recording 24 hours per day, ensure it can produce recorded surveillance video in a commonly used, up-to-date format, and ensure that accurate date and time of day are visible on all recorded video. Licensee will retain surveillance video for a minimum of thirty (30) days. If an incident is deemed serious by SPPD, licensee shall make the surveillance video immediately available for viewing by SPPD. If a copy of the surveillance video for a serious incident is requested by SPPD, licensee shall have the technology, materials, and staff available to immediately make the copy. In all other cases, licensee shall provide a copy of the surveillance video to the requestor within 48 hours. Failure to provide video camera footage related to a request for behavior occurring off the licensed premise and adjacent parking lot would not constitute a violation of this condition.
3. Licensee acknowledges prior business management issues at the licensed premises (1600 White Bear Avenue) and now consents that should a license violation occur on these licensed premises prior to December 1, 2026, these prior issues may support an upward departure when determining the violation penalty.
4. Licensee agrees that employees, security, and ownership will immediately notify the Saint Paul Police Department of any individuals engaging in unlawful behavior or suspected unlawful behavior on or around the licensed premises including the parking lot.
5. All rooms and spaces not designated on the approved licensed premises floor plan for use by customer(s) must not be used by customers and, with the exception of those spaces regularly used by staff to perform their jobs (e.g. kitchen), must remain closed off and locked during all hours the business is open.
6. Except for fire and other emergencies, customers may only enter and/or exit the business by the main doors, as designated on the approved licensed premises floor plan.
7. Approved licensed premises floor plan may not include a dance floor and must limit any space for approved entertainment to 10% or less of the licensed premises floor area that encompasses the dining/bar area and kitchen.
8. Per City of Saint Paul Legislative Code § 411.02, the definition of Entertainment A is, “Amplified or nonamplified music and/or singing by performers without limitation as to number, and group singing participated in by patrons of the establishment” (includes karaoke). The Entertainment A license does not allow for patron and/or performance dances.
