Title

Authorizing the Fire Department to enter into a joint powers agreement with the State of Minnesota through its State Fire Marshal Division to receive funds for the Minnesota Air Rescue Team ("MART") and amend the financing and spending plans in the Fire Department in the amount of $500,000 to pay for training and equipment.

Body

WHEREAS, pursuant to Minn Stat. Section 471.59, two or more governmental units, by agreement entered into through action of their governing bodies, may jointly or cooperatively exercise any power common to the contracting parties or may provide for the exercise of such powers by one or more of the participating governmental units on behalf of the other participating units; and

 

WHEREAS, the State of Minnesota (the "State") acting through its Commissioner of Public Safety on behalf of the State Fire Marshal division and the City of Saint Paul (the "City") acting through its Fire Department as fiscal agent for the Minnesota Air Rescue Team ("MART") will receive funds from the State's Fire Safety Account pursuant to the Laws of Minnesota 2025, Chapter 35, Article 2, Section 3, subd. 4; and

 

WHEREAS, the State will reimburse the City for certain MART activities, as specified with that certain Joint Powers Agreement ("the JPA") by and between the City and the State; and

 

WHEREAS, the State of Minnesota has awarded funding of $500,000 to the Fire Department to pay for training and equipment for MART and helicopter training with the MN State Patrol; and

 

WHEREAS, the contribution will be used to pay for training and equipment for MART; and

 

WHEREAS, the financing and spending plans have not been established for the contribution received; and

 

WHEREAS, the Mayor pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does certify that there is available for appropriation funds of $500,000 in excess of those estimated in the 2025 budget; now, therefore be it

 

RESOLVED, by the Council of the City of Saint Paul, that $500,000 is available for appropriation in the 2025 budget, and said budget as heretofore adopted by Council is hereby amended as outlined in the attached financial analysis; and be it further

 

RESOLVED, that the proper City officials are hereby authorized and directed to execute the JPA, a copy of which must be kept on file with the City.
