Approving the addition of a Liquor-Outdoor Service Area (Sidewalk) license to the existing Liquor On Sale-100 seats or less, Liquor On Sale-Sunday and Entertainment (A) licenses held by Papa Legba’s Lounge LLC d/b/a Papa Legba’s Lounge (License ID 20200000878) for the premises located at 202 Cesar Chavez Street.

WHEREAS, Papa Legba’s Lounge LLC d/b/a Papa Legba’s Lounge (License ID 20200000878) applied for a Liquor-Outdoor Service Area (Sidewalk) license to add to their existing Liquor On Sale-100 seats or less, Liquor On Sale-Sunday and Entertainment (A) licenses for the premises located at 202 Cesar Chavez Street in Saint Paul; and
WHEREAS, on June 9, 2023, the Department of Safety and Inspections sent out the required License Application Notification; and
WHEREAS, in response to the May 25, 2023, notification, the Department of Safety and Inspections received no objections to approval of the Liquor-Outdoor Service Area (Sidewalk) license; and
WHEREAS, on May 24, 2023, the Department of Safety and Inspections received an email from the West Side Community Organization stating their support for the issuance of the Liquor-Outdoor Service Area (Sidewalk) license; and
WHEREAS, the Council finds that the application is in order, that the proposed license conditions are reasonable and there are no grounds to deny approval of the license; now, therefore, be it,
RESOLVED, a Liquor-Outdoor Service Area (Sidewalk) license is hereby approved and issued to Papa Legba’s Lounge LLC d/b/a Papa Legba’s Lounge (License ID 20200000878) for the premises located at 202 Cesar Chavez Street in Saint Paul with the following additional license conditions:
3. License agrees to limit the placement of table(s)/chair(s) on the public sidewalk to the area of seats shown on the approved sidewalk plan on file with the Department of Safety and Inspections (DSI) and Public Works.
4. Each year prior to the placement of table(s) and/or chair(s) in the public right-of-way (i.e. sidewalk) the licensee agrees to obtain a new Obstruction Permit from the Department of Public Works. Licensee agrees to maintain the sidewalk café in accordance with the conditions placed on an approved Obstruction Permit, acknowledges that an Obstruction Permit is effective on April 1 and expires on October 31 of each year, and table(s) and/or chair(s) may not be placed in the public right-of-way before or after the effective/expiration dates, and that a failure to comply with this condition will result in adverse action being taken all of their licenses.
5. Licensee agrees to take appropriate action(s) to ensure that the sale, display, and/or consumption of alcoholic beverages is contained within the defined alcohol service area as per the approved plan on file with DSI.
