Stated Reason for Appeal (if given): Property owner stated that they are destitute and handicapped and would like to speak with a hearing officer to see if he can get his assessment lifted or reduced.
Staff Comments: Hauler records confirm that service was provided for both a 64-gal cart and a 94-gal cart. This lead to an initial invoiced amount of $203.37. The property owner did make a payment of $100.00 on 5/21/2022 that was applied to the original invoiced amount. However, the remaining balance, plus late fees was sent to the city to be assessed. Therefore staff recommends approving the assessment. Staff did submitted a unoccupied dwelling registration form for the property owner on 9/27/2022 for the 94-gal cart as well as a request to switch out the remaining 64-gal cart for a 35-gal cart with every other week service.

WHEREAS, the Office of Financial Services Real Estate Section has attached to this Council File both a report of completion outlining the costs and fees associated with Collection of Delinquent Garbage Bills for services during April to June 2022. (File No. CG2203A3, Assessment No. 220111) and the assessment roll including all properties for which these assessments are proposed for Council ratification; and
WHEREAS, the City Council’s Legislative Hearing Officer has reviewed an appeal of this assessment and developed a recommendation for the City Council with respect to this assessment; and
WHEREAS, a public hearing having been conducted for the above improvement, and said assessment having been further considered by the Council and having been considered financially satisfactory; Now, Therefore, Be It
RESOLVED, that pursuant to Chapter 14 of the Saint Paul City Charter, said assessment is hereby ratified and reduced from $124.88 to $59.30.
