Approving the use of Neighborhood STAR funds for Saint Paul Public Works Mill and Overlay and Sidewalk Programs.

WHEREAS, on January 30, 2026, the Neighborhood STAR Board reviewed one (1) proposal for STAR grant financing from St. Paul Public Works for Mill and Overlay and Sidewalk Programs; and
WHEREAS, the Neighborhood STAR Board rates grant requests on a scale from 1 (low) to 5 (high) with St. Paul Public Works’ proposal for West Side Pedestrian Improvements receiving a final score of 2.5; and
WHEREAS, due to the community significance of this Project, the following three waivers to City Council approved Neighborhood STAR Guidelines are being recommended: (1) waiver to the requirement that a City Department have a partnership with a neighborhood and/or community group; (2) a waiver of the required $1 for $1 match with private resources; and (3) waiver to the requirement that no funds be spent until the STAR funds are awarded to allow for expenses starting January 1, 2025; and
WHEREAS, it is the intent of the Mayor and the Saint Paul City Council to participate in the financing of these activities by providing grant financing up to $500,000 to St. Paul Public Works’ proposal for Mill and Overlay and Sidewalk Programs, now be it
RESOLVED, by the City Council of the City of Saint Paul, upon the recommendation of the Mayor that funds are available for appropriation, that the Neighborhood STAR Year-Round award described above is hereby approved; and be it
FURTHER RESOLVED, that the following waivers are approved due to the community significance of the Project:
• Public Works is not required to obtain a neighborhood and/or community group for the Project; and
• There is no funding match requirement for the Project; and
• Public Works can use the awarded Neighborhood STAR funds to reimburse itself for expenses that were incurred any time after January 1, 2025.
FURTHER RESOLVED, that staff of the Department of Planning and Economic Development are further authorized and directed to proceed with all other actions necessary to implement this Resolution, including finalizing all documents and agreements, subject to approval by the City Attorney’s Office; and be it
FURTHER RESOLVED, that the proper City official(s) are hereby approved and authorized to execute any and all documents in connection with this Resolution, subject to approval by the City Attorney’s Office; and be it
FINALLY RESOLVED, that this Resolution does not constitute a binding legal agreement; rather, the action taken herein shall not be effective until said documents are executed by the appropriate official(s) of the City.
