Approving the use or non-use of a Project Labor Agreement on Department of Parks and Recreation construction projects for the second half of 2024.
Body
WHEREAS, the Saint Paul City Council adopted Council File #09-584 on the use of Project Labor Agreements (“PLA”) for projects involving $250,000 or more of City money; and
WHEREAS, the Department of Parks and Recreation is undertaking the following projects with construction budget totals over $250,000:
Annual Outdoor Court Resurfacing - project includes resurfacing (repainting) 9 tennis and basketball courts throughout the city and replacing 5 tennis bangboards.
Estimated Start Date: August 2024 (2 months)
Dunning Tennis Courts - proposed construction work will include the mill and overlay of the existing Bucky Olson Tennis Court pavements; the replacement of tennis nets and fences; the addition of benches, picnic tables, and shade elements; and accessibility improvements.

Phalen Regional Park Transportation Improvements - Phalen Channel Area - project includes circulation modifications at and resurfacing of the Phalen Channel Area parking lot including updating stormwater management, and bicycle and pedestrian trails.

Saint Paul Changsha China Garden Pavilion - project includes removing the exiting tile roof and replacing with an aluminum tile roof.
Estimated Start Date: September 2024 (1 month)
South Saint Anthony Park Play Area - proposed work will focus on the replacement of the existing play equipment and surfacing, and will likely include improvements to the adjacent pavements, seating, and related site amenities.
Estimated Start Date: April 2025 (3-4 months); and
WHEREAS, the Department of Parks and Recreation sent a written “Notice and Request for Recommendation on the Use of a PLA” to interested parties on June 25, 2024, with one response received; and
WHEREAS, the Saint Paul Building and Construction Trades Council recommended a PLA for the Saint Paul Changsha China Garden Pavilion project listing safety as the reason they recommend a PLA for this project; and
WHEREAS, in considering all criteria for evaluating a PLA as outlined in CF #09-584, the use of a PLA will ensure a harmonious, continuous, and stable workforce for the Saint Paul Changsha China Garden Pavilion project, which will in turn ensure timely completion of the project without work stoppage or interruption; and
WHEREAS, staff supports a recommendation for a PLA on the Saint Paul Changsha China Garden Pavilion project; and
WHEREAS, each project listed in this resolution is being bid lump sum and labor rates are established by prevailing wage labor rates which meet or exceed union rates; and
WHEREAS, in considering all criteria for evaluating a PLA as outlined in CF #09-584 and past practice on substantially similar projects, a PLA will not benefit the Annual Outdoor Court Resurfacing, Dunning Tennis Courts, Phalen Regional Park Transportation Improvements, and South Saint Anthony Park Play Area projects; now, therefore, be it
RESOLVED, that the City Council hereby approves the use of a PLA on the construction portion of the Saint Paul Changsha China Garden Pavilion project; and, be it
FURTHER RESOLVED, that the City Council finds that the Annual Outdoor Court Resurfacing, Dunning Tennis Courts, Phalen Regional Park Transportation Improvements, and South Saint Anthony Park Play Area projects are not of a scope or nature that they will be negatively impacted if no PLA is required.
