Approving the use or non-use of a Project Labor Agreement on Department of Parks and Recreation construction projects for the second half of 2023.
Body
WHEREAS, the Saint Paul City Council adopted Council File #09-584 on the use of Project Labor Agreements (“PLA”) for projects involving $250,000 or more of City money; and
WHEREAS, the Department of Parks and Recreation is undertaking the following projects with construction budget totals over $250,000:
Fish Hatchery Trial Reconstruction - project includes reconstruction of the Fish Hatchery Trail including bituminous trail removal, grading, bituminous trail construction, lighting, site amenities, and landscaping.
Estimated Start Date: May 2024 (4-5 months)
Hamline Avenue Trail - project encompasses an approximate .5-mile multi-use bituminous trail along the west side of Hamline Avenue between West Highland Parkway and Montreal Avenue. The scope of work for this trail project includes a multi-use trail, ADA upgrades along Hamline Avenue, stormwater management, and landscape restoration.
Estimated Start Date: September 2023 (2-3 months)
Hazel Park - project includes renovation of a play area including replacement of play equipment and safety surfacing as well as other site improvements for new furnishings and landscaping.
Estimated Start Date: Spring 2024 (3-4 months)
Victoria Park Universally Accessible Play Area - project includes building a 1 acre play area at Victoria Park including tree removal, excavation, concrete, footings, restroom building, utilities, retaining walls, site furnishings and restoration.
Estimated Start Date: May 2024 (6 months)
WHEREAS, the Department of Parks and Recreation sent a written “Notice and Request for Recommendation on the Use of a PLA” to interested parties on July 21, 2023, with one response received; and
WHEREAS, the Saint Paul Building and Construction Trades Council recommended a PLA for the Hazel Park and Victoria Park Universally Accessible Play Area projects listing the multiple crafts involved and safety as reasons they recommend a PLA for this project; and
WHEREAS, in considering all criteria for evaluating a PLA as outlined in CF #09-584, the use of a PLA will ensure a harmonious, continuous, and stable workforce for the Hazel Park and Victoria Park Universally Accessible Play Area projects, which will in turn ensure timely completion of the project without work stoppage or interruption; and
WHEREAS, staff supports a recommendation for a PLA on the Hazel Park and Victoria Park Universally Accessible Play Area projects; and
WHEREAS, each project listed in this resolution is being bid lump sum and labor rates are established by prevailing wage labor rates which meet or exceed union rates; and
WHEREAS, in considering all criteria for evaluating a PLA as outlined in Council File #09-584 and past practice on substantially similar projects, a PLA will not benefit the Fish Hatchery Trial Reconstruction and Hamline Avenue Trail projects; now, therefore, be it
RESOLVED, that the City Council hereby approves the use of a PLA on the construction portion of the Hazel Park and Victoria Park Universally Accessible Play Area projects; and, be it
FURTHER RESOLVED, that the City Council finds that the Fish Hatchery Trial Reconstruction and Hamline Avenue Trail projects are not of a scope or nature that they will be negatively impacted if no PLA is required.
