Title

Amending the Public Works grant budget for a Department of Energy grant of $3,650,237 by a reduction of $325,000.

Body

WHEREAS, the City of Saint Paul is leading the Twin Cities Electric Vehicle Mobility Network (TCEVMN) project which delivers EV (electric vehicle) charging hubs across Saint Paul and Minneapolis, and each hub provides both public EV charging and EV charging dedicated to use by an EV carshare service that is operated by HOURCAR; and

WHEREAS, in collaboration with American Lung Association, Xcel Energy, HOURCAR, and East Metro Strong, with American Lung Association as the lead applicant, the City pursued and received federal Department of Energy funding to support the TCEVMN and also to fund an additional pilot program through which HOURCAR and Xcel will offer EV carshare within multi-family residential developments in the Twin Cities; and

WHEREAS, the application was successful and $6.7 million was awarded to the applicants by the Department of Energy, with the City of Saint Paul receiving a subgrant of $3,650,237 to support the TCEVMN project implementation; and

WHEREAS, the City committed to completion of the project under Council Resolutions 20-1370 and 20-1371; and

WHEREAS, the majority of previously awarded funds have been used to date to purchase electric charging equipment and for project delivery and management; and

WHEREAS, there are remaining unused awarded funds for which no future spending and related reimbursements are needed and can be relinquished from the previously established grant budget; and

WHEREAS, the Mayor, pursuant to Section 10.07.3 of the Charter of the City of Saint Paul, does certify a reduction to the appropriation funds of $325,000 in the Public Works Special Fund grant budget; now

THEREFORE BE IT RESOLVED, by the Council of the City of Saint Paul, upon recommendation of the Mayor that $325,000 is no longer available in the Public Works FY25 budget, as heretofore adopted and amended by this Council, be hereby further amended in the particulars as specified in the attached financial analysis.
