Title

Approving the application for change of ownership to the Auto Repair Garage license now held by Mission Auto Repair LLC d/b/a Mission Auto Repair (License ID #DSIBLAUTO-000574-2026) for the premises located at 944 Arcade St.

Body

 

WHEREAS, Mission Auto Repair LLC d/b/a Mission Auto Repair ("Licensee") applied for a change of ownership to the Auto Repair Garage license (License ID #DSIBLAUTO-000574-2026) for the premises located at 944 Arcade St.; and

WHEREAS, On April 24, 2026, the Department of Safety and Inspections sent out the required License Application Notification with a response date of May 9, 2026; and

WHEREAS, On April 27, 2026, the Licensee signed a License Condition Affidavit agreeing to follow all license conditions that are in place; and

WHEREAS, The Council finds that the application is in order and there are no grounds to deny approval of the license application; now, therefore, be it

RESOLVED, the change of ownership for the Auto Repair Garage license is hereby approved and issued to Mission Auto Repair LLC d/b/a Mission Auto Repair (License ID #DSIBLAUTO-000574-2026) for the premises located at 944 Arcade St. with the following license conditions:

1.                     CUP#91-023: A wood obscuring fence shall be erected and maintained along the east property line. It shall be 4.5 feet in height adjacent to the neighboring house and its front yard and 6.5 feet in height adjacent to the rear yard of the neighboring house. The fence shall terminate six feet from the sidewalk and four feet from the alley to allow for visibility of pedestrian and vehicular traffic.

 

2.                     CUP#91-023: Curb stops 2.5 feet from the property line or a bumper railing is required in the parking lot to protect the fence.

 

3.                     CUP#91-023: A “left turn only” sign shall be installed at the north end of the driveway at the rear of the building.

 

4.                     CUP#91-023: The hours of operation shall be limited to 7:00 a.m. to 6:00 p.m. Monday through Friday. The business will be closed on weekends.

 

5.                     CUP#91-023: There shall be no outside storage of trash and trash receptacles.

 

6.                     All customer and employee vehicles must be parked in accordance with the approved parking plan on file with the Department of Safety and Inspections (DSI).

 

7.                     The parking lot shall be striped and maintained in accordance with the approved site plan on file with DSI.

 

8.                     There shall be no exterior storage of vehicle parts, tires, oil, or any other similar materials associated with the business. Trash will be stored in a covered dumpster. Storage of vehicle fluids, batteries, etc. shall be in accordance with the Ramsey County Hazardous Waste regulations.

 

9.                     No customer vehicles under the control of the licensee can be parked in the public right-of-way (e.g., street, alley, sidewalk, boulevard, etc.). This includes vehicles awaiting repair and/or awaiting to be picked up by the customer/owner of the vehicle.

 

10.                     The storage of vehicles for the purpose of salvaging parts is expressly forbidden. Vehicle salvage is not permitted.

 

11.                     All vehicles parked outdoors appear to be completely assembled with no major body parts missing.

 

12.                     No repair of vehicles may occur on the exterior of the lot or in the public right-of-way (e.g., street, alley, sidewalk, boulevard, etc.). All repair work must occur within an enclosed building.

 

13.                     Vehicle sales is not permitted.

 

14.                     Auto body repair and/or painting of vehicles is prohibited.

 

15.                     Customer vehicles may not be parked for longer than ten (10) days on the premises. It shall be the responsibility of the licensee to ensure that any vehicle not claimed by its owner is removed from the lot as permitted by law.

 

16.                     Provide maneuvering space on the property to allow vehicles entering and exiting the site to proceed forward. Backing from the street or on to the street is prohibited.

 

17.                     Licensee must comply with all federal, state, and local laws.
