Title

Accepting funds in the amount of $250,000 from the University of Saint Thomas (UST) for park development at Mica Park, and establishing a financing and spending plan in the Department of Parks and Recreation to reflect the funds.

Body

 

WHEREAS, the Highland Bridge development (Ford site) includes the establishment and development of four new public parks being added to the City’s park system; and

 

WHEREAS, the University of Saint Thomas (UST) has allotted $250,000 to the City’s Department of Parks and Recreation to enhance amenities at Mica Park and supplement the existing infrastructure budget at Mica Park; and

 

WHEREAS, there is no match requirement for receipt of these funds; and

 

WHEREAS, the Department of Parks and Recreation wishes to accept said funding and establish a financing and spending plan in the Department of Parks and Recreation to reflect said funds from the UST; and

 

WHEREAS, the City Council finds that there is a public purpose in providing for the betterment of parks facilities and that acceptance of said funding will enable continued implementation of said betterments; and

 

WHEREAS, the Mayor, pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does certify that there are available for appropriation, funds of $250,000 in excess of those estimated in the 2023 Capital Improvement Budget; now, therefore, be it

 

RESOLVED, that the City Council hereby accepts the funds in the amount of $250,000 and thanks the University of Saint Thomas; and, be it

 

FURTHER RESOLVED, that upon recommendation of the Mayor and the advice of the Long Range Capital Improvement Budget Committee, that $250,000 is available for appropriation in the 2023 Capital Improvement Budget, and said 2023 budget, is heretofore adopted by the Council, is hereby amended as attached; and, be it

 

FINALLY RESOLVED, that the Director of Parks and Recreation and other City officials are hereby authorized to execute an agreement if necessary to implement the project on behalf of the City.

CIB Recommendation

The CIB Committee met for their scheduled meeting time on June 12, 2023, but were one member short to meet quorum and as such were not able to take an official vote for recommendation. The members present listened to the details of this request and the timeline and were able to ask questions, and encouraged this resolution to continue in the approval process to avoid project delays due to the recommendation process.
