Title

Authorizing an increase in the Department of Parks and Recreation Grant Fund in the amount of $675,000 a year for two years, to reflect grant funds received from the Minnesota Department of Employment and Economic Development for Right Track, the City’s Youth Employment Program, entering into a grant agreement detailing the requirements of said grant (which includes an indemnification clause) and amending the Department of Parks and Recreation Grant Fund to reflect said funds to support the Right Track program.

Body

 

WHEREAS, the Parks and Recreation Department is prepared to accept grant funds from the Minnesota Department of Employment and Economic Development for Right Track, the City’s Youth Employment Program; and,

 

WHEREAS, the grant funds will provide wages for youth working in summer jobs and internships with Right Track; and

 

WHEREAS, the grant funds will provide enhanced training opportunities for youth working in summer jobs and internships with Right Track; and

 

WHEREAS, the grant funds will provide additional support for youth working in Right Track through the hiring of job coaches; and,

 

WHEREAS, the Minnesota Department of Employment and Economic Development for Right Track grant funds require that the Department of Parks and Recreation enter into a grant agreement, which includes an indemnification clause; and

 

WHEREAS, the mission of Right Track is to connect Saint Paul youth and young adults with meaningful work experience, training and career exploration opportunities so they are prepared to thrive and prosper; and,

 

WHEREAS, one of the strategic initiatives of Right Track is to develop work-readiness curricula that incorporates social and emotional learning, performance feedback, and financial empowerment; and,

 

WHEREAS, nearly 150 corporations and community partners, including City departments, work in partnership with the Parks and Recreation Department to provide these work experiences for young people through Right Track; and,

 

WHEREAS, the City Council finds that the Right Track program has a public purpose;

 

WHEREAS, the Department of Parks and Recreation wishes to accept this grant and utilize the funding through the spending plan that has been developed; and

 

WHEREAS, the Department of Parks and Recreation wishes to amend the Grant Fund budget to reflect this additional funding; and

 

WHEREAS, the Mayor, pursuant to Section 10.07.01 of the Charter of the City of Saint Paul, does clarify that there are available for appropriation, funds of $675,000 more than those estimated in the current Grant Budget; now therefore, be it

 

RESOLVED, that the City Council of Saint Paul hereby authorizes the Parks and Recreation Department to accept grant funds and approves these amendments for grant agreement from the Minnesota Department of Employment and Economic Development for Right Track, the City’s Youth Employment Program in an amount of $675,000 each program year.

 

FURTHER RESOLVED, that the Department of Parks and Recreation is authorized to execute the necessary grant agreement with Minnesota Department of Employment and Economic Development for Right Track, the City’s Youth Employment Program

to accept and utilize these funds which includes an indemnification clause.
