Stated Reason for Appeal (if given): This three-unit property shared a dumpster with 423 Fry St. and was serviced by Highland Sanitation until July 17, when private service was cancelled and the dumpster was picked up.

Staff Comments: Highland Sanitation noted that three 64-gallon carts and three 96-gallon carts were on-site at each property when account data was originally transferred to the City of Saint Paul for Municipal Trash Collection. However, Highland Sanitation was also billing and servicing a dumpster and there were no City carts at the property. Staff recommends removing the assessment.

 

Body

WHEREAS, the Office of Financial Services Real Estate Section has attached to this Council File both a report of completion outlining the costs and fees associated with the Collection of Delinquent Garbage Bills for services during January to March 2026. (File No. CG26Q1B5, Assessment No. 260155) and the assessment roll including all properties for which these assessments are proposed for Council ratification; and

 

WHEREAS, the City Council’s Legislative Hearing Officer has reviewed an appeal of this assessment and developed a recommendation for the City Council with respect to this assessment; and

WHEREAS, a public hearing having been conducted for the above improvement, and said assessment having been further considered by the Council and having been considered financially satisfactory; Now, Therefore, Be It

RESOLVED, that pursuant to Chapter 14 of the Saint Paul City Charter, said assessment is hereby deleted.
