Authorizing the Department of Planning and Economic Development to submit an application to the Department of Employment and Economic Development for a Redevelopment Grant for the Sanctuary at Vandalia site.
Body
WHEREAS, the City has identified a project within the City that meet the purposes and criteria of the Department of Employment and Economic Development’s Redevelopment Grant program, and that project is known as the Sanctuary at Vandalia project (“Project”); and
WHEREAS, the City finds that the activities to be undertaken through the Redevelopment Grant program, the purpose of which is to redevelop blighted industrial, residential or commercial sites in order to put land back into productive use, will not occur through private or other public investment within the reasonably foreseeable future without this funding; and
WHEREAS, in accordance with Resolution 16-1032, the City has applied to the Metropolitan Council’s Livable Communities Demonstration Account as well as the Tax Base Revitalization Account on behalf of this Project for acquisition and environmental cleanup respectively; and
WHEREAS, the City represents that it has undertaken reasonable and good faith efforts to procure funding for the activities for which the Redevelopment Grant program funds are being sought, but was not able to find or secure from other sources funding that is necessary for Redevelopment and states that this representation is based on the fact that the City of Saint Paul has no general fund resources to invest in the redevelopment activities that can be funded by the aforementioned grant; and
WHEREAS, the City has the institutional, managerial, and financial capability to ensure adequate project and grant administration; and
WHEREAS, the City certifies that it will comply with all applicable laws and regulations as stated in the contract agreements; and
NOW, THEREFORE, BE IT RESOLVED the that City Council of Saint Paul authorizes the Director of the Department of Planning and Economic Development to submit applications to the Department of Employment and Economic Development for Redevelopment Grant program funds for the Project.
BE IT FURTHER RESOLVED, that if the City is awarded a Department of Employment and Economic Development grant for this Project, the City will be the grantee and agrees to act as legal sponsor to administer and be responsible for grant funds expended for the Project contained in the grant application submitted August 1, 2016; and
BE IT FURTHER RESOLVED, that the source and amount of the local match identified in the application are committed to the project identified; and
BE IT FURTHER RESOLVED, that the City of Saint Paul has not violated and Federal, State, or local laws pertaining to fraud, bribery, kickbacks, collusion, conflict of interest, or other unlawful or corrupt practice;
NOW THEREFORE BE IT FINALLY RESOLVED, that the Mayor and City Clerk of the City of Saint Paul are hereby authorized to execute such agreements as are necessary to implement the Project on behalf of the applicant.
