Approving the use of grant funds through the Ward 7 Neighborhood STAR Year-Round Program for Dayton's Bluff Community Council in partnership with St. Paul Parks Department, Wakan Tipi Awanyankapi, and Swede Hollow Cafe.

WHEREAS, on May 19, 2023, the Neighborhood STAR Board reviewed three proposals for STAR grant financing through the Ward 7 Neighborhood STAR Year-Round Program from Dayton’s Bluff Community Council in partnership with St. Paul Parks Department to repair the Skidmore Community Garden Park Shed; Wakan Tipi Awanyankapi for prototyping and installing a mural on Highway 61/Hiawatha Pioneer Trail; and Swede Hollow Café to repair their patio and complete interior updates; and
WHEREAS, a private match was not pledged for Dayton’s Bluff Community Council in partnership with St. Paul Parks Department’s project; and
WHEREAS, the Neighborhood STAR Board rated the three grant requests on a scale from 1 (low) to 5 (high) with Dayton’s Bluff Community Council in partnership with St. Paul Parks Department Skidmore Community Garden Park Shed project receiving a 3.5 final score, Wakan Tipi Awanyankapi Mural Project receiving a 3.0 final score; and Swede Hollow Café receiving a 4.3 final score; and
WHEREAS, due to the community significance of Dayton’s Bluff Community Council in partnership with St. Paul parks Department’s proposal, a waiver to City Council approved Neighborhood STAR Guidelines is being recommended to eliminate the $1 for $1 private match; and
WHEREAS, it is the intent of the Mayor and the Saint Paul City Council to participate in the financing of these activities by providing grant financing up to $5,012 for Dayton’s Bluff Community Council in partnership with St. Paul Parks Department to repair the Skidmore Community Garden Park Shed; up to $20,000 for Wakan Tipi Awanyankapi for prototyping and installing a mural on Highway 61/Hiawatha Pioneer Trail; and up to $20,000 for Swede Hollow Café for patio repairs and interior updates through the Ward 7 Neighborhood STAR Year-Round Program; now be it
RESOLVED, upon the recommendation of the Mayor, the Council of the City of Saint Paul hereby authorizes and directs the appropriate City officials to execute the necessary grant documents to implement this Resolution, subject to approval by the City Attorney; and be it
FINALLY RESOLVED, staff of the Department of Planning and Economic Development are further authorized and directed to proceed with all other actions necessary to implement this Resolution.
