Approving a Second Hand Dealer - Motor Vehicle - New Location license to Tiger Martin Collection LLC d/b/a M & A Auto Sales (License ID 20240001721) for the premises located at 780 Rice Street.

WHEREAS, on October 4, 2024, Tiger Martin Collection LLC d/b/a M & A Auto Sales (License ID 20240001721) applied for a Second Hand Dealer-Motor Vehicle - New Location license for the premises located at 780 Rice ST, in Saint Paul; and
WHEREAS, on October 11, 2024, the Department of Safety and Inspections sent out the required License Application Notification; with a response date of October 26, 2024; and
WHEREAS, in response to the October 11, 2024, notification, the Department of Safety and Inspections received no objections to approval of the Second Hand Dealer - Motor Vehicle - New Location license; and
WHEREAS, on October 22, 2024, the Department of Safety and Inspections received a letter from North End Neighborhood Organization stating their support for the issuance of the license; and
WHEREAS, the Council finds that the application is in order and there are no grounds to deny approval of the Second Hand Dealer-Motor Vehicle- New Location license is hereby approved and issued to to Tiger Martin Collection LLC d/b/a M & A Auto Sales (License ID 20240001721) for the premises located at 780 Rice ST, in Saint Paul with the following licensing conditions:
1. All customer, employee and for-sale vehicles must be parked in accordance with the approved site plan on file with the Department of Safety and Inspections (DSI) dated 10/04/2024.
2. The parking lot shall be striped and maintained in accordance with the approved site plan on file with DSI dated 10/04/2024. The maximum number of vehicles parked on the property shall not exceed that shown on the approved plan.
3. There shall be no exterior storage of vehicle parts, tires, oil or any other similar materials associated with the business. Trash will be stored in a covered dumpster. Storage of vehicle fluids, batteries, etc. shall be in accordance with the Ramsey County Hazardous Waste regulations.
4. No vehicles under the control of the licensee can be parked and/or stored in the public right-of-way (e.g., street, alley, sidewalk, boulevard, etc.) This includes for-sale vehicles or sold vehicles waiting to be picked up by the customer.
5. Customer, employee, and/or for-sale vehicles shall not be parked in the driveway or maneuvering lanes.
6. The storage of the vehicles for the purpose of salvaging parts is excessively forbidden. All vehicles parked outdoors must be appear to be completely assembled with no major body parts missing. Vehicle salvage is not permitted.
7. Auto repair, auto body repair and/or the painting of the vehicles is prohibited.
8. Customer vehicles may not be parked longer than ten (10) days on the premises. It shall be the responsibility of the licensee to ensure that any vehicle not claimed by its owner is removed from the lot as permitted by law.
9. Provide maneuvering space on the property to allow vehicles entering and exiting the site to proceed forward. Backing from the street or on to the street is prohibited.
10. Licensee must comply with all federal, state and local laws.
