Authorizing the Department of Parks and Recreation to apply for a Minnesota State Arts Board Arts Learning grant in the amount of $87,240 for the McDonough Afterschool program at Mississippi Creative Arts Elementary, and if approved, accept said grant and enter into agreements with the Minnesota State Arts Board as is necessary to accept said funding.

WHEREAS, the Department of Parks and Recreation is requesting permission to apply for a Minnesota State Arts Board Arts Learning grant in the amount of $87,240 to support the McDonough Afterschool program at Mississippi Creative Arts Elementary; and
WHEREAS, grant funds, if awarded, will provide quality artists and art activities to enhance the McDonough Afterschool program at Mississippi Creative Arts Elementary; and
WHEREAS, there is a 10% match requirement by the City and other supporting agencies of the McDonough Afterschool program at Mississippi Creative Arts Elementary; and
WHEREAS, the 10% matching funds, equaling approximately $8,724, would come from Parks and Recreation staffing hours for both planning/pre-event work and program staffing, office supply costs for promotional materials covered by Parks and Recreation, cost of interpreters covered by Mississippi Creative Arts Elementary, and costs of other promotional and miscellaneous materials covered by the North End Booster Club’s funds; and
WHEREAS, that upon approval of its application by the state, the Department of Parks and Recreation may enter into an agreement with the MN DNR, for the above referenced project, and that the City of Saint Paul certifies that it will comply with all applicable laws and regulations as stated in the grant agreement; and
WHEREAS, the Council of the City of Saint Paul finds that the expenditure of these funds
to provide quality artists and art activities to enhance the McDonough Afterschool program at Mississippi Creative Arts Elementary has a public purpose; now, therefore, be it
RESOLVED, that the Council of the City of Saint Paul authorizes the Department of Parks and Recreation to apply for, and if approved, accept said grant, and to enter into such agreements as are necessary to implement the project on behalf of the applicant.
